NOTICE OF BID INVITATION:
Notice is hereby given that the County of Lake (Owner) will receive sealed bids in accordance
with the bid documents for construction of the following project:
REDBUD LIBRARY CARPET REPLACEMENT PROJECT, BID NO. PS23-6022
B. All bids shall be on the bid form provided by the County. Each bid must conform to and be
responsive to all pertinent Contract Documents.

PROJECT INFORMATION

B. Project Description:
1. Background: The facility consists of a single story built in 1993. The rolled carpet
currently in place is likely original to the construction and covers approximately 11,000
square feet. This project will replace that rolled carpet with carpet tiles. The County has
purchased 1381.33 sq. yds. of carpet tiles (see Specification document 01 64 00, Owner-
Furnished Products).
2. Scope of Work (Project Work): The primary Project Work to be performed under this
contract is the phased replacement of the existing carpet with carpet tiles. The specific
Project work to be performed by contractor includes:

a. Strip and proper disposal of old carpet and all materials associated with removed
carpet, this includes carpeting located under bookshelves and other equipment and
fixtures. Remove baseboard (wall base) as necessary.
b. Remove all books and library articles from bookshelves to holding areas within the
library facility where contractor shall temporarily stack the books. Contractor will
be responsible for restocking those books and articles after carpet installation.
County will provide book carts to facilitate the movement of books.
c. Dismantle and temporarily relocate all books, materials, bookshelves, equipment,
furniture and fixtures as necessary to complete the work. Temporary holding areas
within the library facility will be designated for temporary relocation of such books,
materials, bookshelves, fixtures. etc. Contractor will reinstall said books, materials,
equipment, furniture, fixtures as found. The only fixture not to be moved is the
circulation desk where carpet tiles will need to be cut and trimmed to fit instead of
being placed underneath. Contractor will make reasonable efforts to maintain the
order to the books when moving them.
d. Remove wall base as necessary.
e. Preparing and float floor for installation of County-provided carpet tiles.
f. In accordance with Manufacturers Installation Specification, which are attached here
to as ATTACHMENT A, install up to 1381.33 sq. yds. of County-provided carpet
tiles in the areas designated in ATTACHMENT B. The size of the carpet tiles are
24” x 24” each. Contractor will provide all other labor and materials necessary to
complete said carpet tile installation. Contractor will be held liable if any carpet tiles
are not installed in accordance with the installation guidelines set forth by the
manufacturer (i.e., as needed, upon replacing the carpet, repair any flooring that is
uneven before installation of new carpet tiles).
g. Contractor will reinstall wall base as necessary. Where replacement wall based is
needed, Contractor, at his expense, shall procure and install Mannington / Burke
Brand Wall Base that matches size, thickness and color of existing wall base. (See
Resilient Base and Accessories Specification in Document 09 65 13.
h. Job Phases: The job is expected to be completed in several successive phases in
accordance with the areas reflected in ATTACHMENT B, which includes the
following:
(1) Adult Section
(2) Young Adult Reference Area
(3) Lobby/Circulation Desk Area
(4) Children’s/Meeting Room Area
The County will consider an alternate job strategy that includes more complex job
scheduling and sufficient time for the floor surface preparation.
3. With the exception of the OWNER FURNISHED PRODUCTS identified in Document
01 64 00 – “Owner Furnished Products” of the Specifications, the Contractor shall
furnish all labor, materials, parts, equipment, tools, supervision, services, transportation,

waste disposal, facilities and other required items necessary to complete the Project
Work.
4. On-site Work Hours:
a. All work must be performed between 8:00 a.m. and 5:00 p.m., Monday through
Friday, holidays excepted.
b. Upcoming County holidays include:
Veterans Day, November 10, 2023
Thanksgiving, November 23rd and 24th
Christmas/New Years, December 23nd through January 1, 2024
Martin Luther King Day, January, 15, 2024
President’s Day, February 19, 2024

5. Project Time For Completion:
a. Successful bidder shall begin the Work within 10 days of the Notice to Proceed or
such other time as the County and Contractor may agree to in writing, and shall
complete the Work within the Contract Time.
b. The time to complete this project is 30 working days, within 45 calendar days,
holidays excepted. See also specification sections entitled “Supplemental General
Conditions” and “Summary”)
6. Project Cost Estimate: $90,000
7. Permitting Agency: Not Applicable

BIDDER QUALIFICATIONS:
Bidders must demonstrate suitable experience, including, at a minimum, three (3) consecutive years of
its entity being formed and in business; and b) successful in removal of carpet and installation of
carpet tiles performance comparable in scope, type, size, magnitude, and complexity as required
in this solicitation. The County of Lake reserves the right to request references or utilize and/or
conduct background checks of the bidder and its ermployees and its subcontractors.
Bidder is required to possess a valid State of California Class C-15 Flooring and Floor Covering
license or the combination of license classes required by the categories and types of work
included in the contract at the time the Bid is submitted.
Contractor and subcontractor(s) must both register with the California Department of Industrial
Relations (DIR).

BID SUBMITTAL AND BID OPENING
Owner will receive sealed lump sum bids until the bid time and date at the location given below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by
Owner, and delivered as follows:
1. Bid Submittal Deadline: Thursday, December 7, 2023 at 4:00 p.m., local time
2. Location: Lake County Public Services Office, 333 Second Street, Lakeport, CA 95453.
B. Bids will be thereafter publicly opened and read aloud at the same location.

BONDS
A Bid Bond by an admitted surety insurer on the form provided by the County, cash, or a
cashier's check or a certified check drawn to the order of the County of Lake, in the amount of
five percent (5%) of the total bid price, shall accompany the Bid Form. Owner reserves the right
to reject any and all bids and to waive informalities and irregularities.
1. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100%
Payment Bond if it is awarded the contract for the Work.
2. The successful Bidder may substitute securities for any monies withheld by the County to
ensure performance under the Contract, in accordance with the provisions of section
22300 of the Public Contract Code.

INDUSTRIAL RELATIONS REQUIREMENTS
The Contractor and all Subcontractors under the Contractor shall pay all workers on all work
performed pursuant to this Contract not less than the general prevailing rate of per diem wages
and the general prevailing rate for holiday and overtime work as determined by the Director of
the Department of Industrial Relations, State of California, for the type of work performed and
the locality in which the work is to be performed within the boundaries of the County, pursuant
to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are also available
from the County or on the Internet at: http://www.dir.ca.gov.
1. This project is subject to compliance monitoring and enforcement by the Department of
Industrial Relations. The following requirements apply to this bid and contract:
