The Murrieta Valley USD is requesting QUOTATIONS (RFQ) for White Copy Paper for delivery
beginning April 1, 2024, through September 30, 2024.
Qualifying quotations shall be mailed to Murrieta Valley USD 41870 McAlby Court, Murrieta, CA
92562, Attention: Purchasing Department on or before 2:00 p.m. PST on March 20, 2024 on the
designated Murrieta Valley USD Quotation Form included herein. Quotations received later than
the designated time and specified date will be returned to the bidder. RFQ's will be evaluated in
a non-public opening. Results will be posted on the Murrieta Valley USD webpage:

The District reserves the right to accept or reject any or all quotations or any combination thereof
and to waive any informality in the process. Standard Purchase order terms and conditions apply.

All Qualified, interested suppliers are invited to submit QUOTATIONS for:
Purpose
Murrieta Valley USD requests your firm fixed pricing for white copy paper delivery to multiple sites throughout the
Murrieta Valley Unified School District (MVUSD)
1 pallet (= 40 Cases) Required Items:

96 bright or better
8.5 x 11 white copy paper
500 sheets/ream, 10 reams/case
Brand Name: Acceptable manufacturers include:
• Double A Everyday
• Marquee Multipurpose Office Paper
• Global White Copy Paper
• TRU RED Copy Paper
• Gemini Copy Paper
• OR Pre-Approved Equal – All other proposed substitutes to the paper manufacturers listed
above are to be submitted on the Substitution Request Form attached herein along with
physical samples of the substitute paper are to be delivered to Murrieta Valley Unified School
District at 41870 McAlby Court, Murrieta, CA 92562 Attention: Nadia Zeien, Purchasing
Director.
• Any request for substitutions pursuant to Public Contract Code section 3400 must be made at
the time of Bid on the Substitution Request form and included with the bid.
• The District will review the Substitution Request, within three (3) days following the Bid
Deadline. If the Substitution Request is accepted by the District, a notification via email will be
submitted to the vendor.
Vendor must deliver a minimum of once a week toMurrietaValley USD schoolsites uponreceiptofPurchase
Order.
Delivery to inside location per each school site (e.g., Storage Room,Classroom)
A single pallet (or more) may be broken down and delivered to up to 6 different
locations at a school site.
Ground level delivery for all sites.
No loading docks at school sites.
The total number of pallets within the next 6 months is unknown, the District
orders on an as needed basis. We require that orders being placed are a
minimum of 40 cases (40 cases/pallet).
The number of pallets per week to each location will vary depending on the orders placed.
Lowest quotation must be able to deliver during the time period of April 1, 2024, through September
30, 2024.
Instructions for Submitting QUOTATIONS
The required RFQ must be returned with the Quotation Form, Business Information, References,
and Substitution Request Form (if applicable), and W-9 to indicate acceptance of all terms and
conditions on the RFQ.
Special Terms & Conditions
1. Quotation must include delivery/shipping/handling costs (one total price, no break downs).
2. Your delivery truck must have a dolly, pallet jack and lift gate – our sites do not have a loading
dock and are not permitted to allow anyone not certified at the Murrieta Valley USD to use
the MVUSD forklifts.
3. All sites have been instructed to place order quantities in increments of 40 cases (40
cases/pallet).
4. Paper will need to be delivered and placed inside at the sites specified location.
e.g., Storage room, classroom. Delivery could be up to 6 locations within a school site or
department as requested by site/dept.
5. All delivery sites are in the City of Murrieta. Site addresses listed on Page 7.
6. Vendor must deliver at minimum once a week to Murrieta Valley USD upon receipt of Purchase Order.
7. Ensure that you will be able to supply the proposed paper throughout the duration of this 6-month
period. If supplies become unavailable, the District will require a substitution request in writing of the
proposed equal product with physical samples for approval. All substitutes shall be pre-approved by
the Purchasing Department.
8. Please send a current, signed and dated copy of your company’s W9 completed Murrieta Valley Vendor
Request Form attached herein with the Quotation Form.
9. Vendor must accept Purchase Orders.
10. Payment terms regarding RFQ are Net 30.
11. RFQ pricing is firm throughout the contract. Price increase due to unforeseen manufacturers shortages
must be negotiated between Murrieta Valley USD and the awarded vendor.
Request for Information (RFI) Deadline
Questions and/or clarification requests will be accepted via email to purchasing@murrieta.k12.ca.us
by March 12, 2024 no later than 4:00 p.m. Submitted questions and corresponding responses will be
posted on the MVUSD website: https:// www.murrieta.k12.ca.us/Page/32053. It is the Vendor’s
responsibility to check the website for timely updates regarding this RFQ.
Restrictions on Communications with Murrieta Valley USD Staff
Bidders are not permitted to communicate with other Murrieta Valley USD staff regarding this
solicitation between the RFQ issue date and the award announcement. If bidder is found to be in
violation of this provision, MVUSD reserves the right to reject the bid.

Contract Award In Best Interest
Murrieta Valley USD reserves the right to accept or reject QUOTATIONS on each item separately or as a
whole, to reject any or all bids without penalty, to waive any informalities or irregularities therein, and to
contract as the best interest of the Murrieta Valley USD may require to best meet the needs of the Murrieta
Valley USD.
a) Murrieta Valley USD reserves the right to make one award, more than one award, or no award and also
reserves the right to negotiate modification of the bid prices, terms and conditions with the lowest
responsive, responsible bidder(s) in conjunction with the award criteria contained herein, prior to the
execution of a contract, to ensure a satisfactory procurement. Any resulting purchase order will
incorporate the specifications, terms, and conditions set forth in the RFQ as well as all relevant provisions
of the related Quotation.
Method of Award
This solicitation, the evaluation of QUOTATIONS, and the award of any resulting contract shall be made in
conformance with applicable Murrieta Valley USD policies and State of California law. The Murrieta Valley USD
reserves the right to withdraw this Request for Quotation at any time.
Minimum Bid Acceptance Period
QUOTATIONS shall be firm offers and shall remain valid for acceptance by Murrieta Valley USD 60
days following the RFQ closing date.
Post Qualification
All QUOTATIONS submitted from vendors who have not been prequalified as a supplier to Murrieta
Valley USD, may be subject to post-qualification. Qualified status is based on such factors as financial
resources, past performance with the Murrieta Valley USD, delivery capability, and other related factors
which may be an indicator of a vendor’s ability to perform.
Termination
Murrieta Valley USD may, by written notice stating the extant and effective date, cancel and/or terminate
this order for convenience in whole or part, at any time. Murrieta Valley USD shall pay Seller as full
compensation for delivered paper until such termination.
