Description:

The Routt County Environmental Health Department owns and manages the wastewater treatment system for the Community of Milner. It is seeking Statements of Qualifications from qualified contractors to replace the existing wastewater treatment system. The new facility will feature a containerized Membrane Bioreactor (MBR) treatment process. The existing 1980s lagoon treatment system will be emptied of its contents and decommissioned.

The project, located in unincorporated Routt County, Colorado, provides municipal wastewater services to approximately 250 people through 108 taps. Wastewater from the service area is collected via a collection system and flows by gravity to an existing lift station. From there, sewage is pumped to an aerated lagoon system that was constructed in the 1980s. The wastewater treatment system is designed to treat 32,500 GPD, but flows are typically 50% of the design capacity.

The existing wastewater treatment system is nearing the end of its design life. The lagoon cells are likely not functioning as originally designed, and the system will not be able to meet long-term discharge permit requirements.

In response to the documented need, the County plans to replace the existing lagoon system with a mechanical wastewater treatment plant. The Colorado Department of Public Health and Environment is currently reviewing the engineering designs completed by AquaWorks DBO, Inc.

Environment is currently reviewing the engineering designs completed by AquaWorks DBO, Inc.
The improvements proposed for this project include installing a containerized MBR treatment
system on top of a cast-in-place concrete tank. The work includes tasks necessary to make the
treatment equipment operational, such as site work, utility connections, concrete tank installation,
electrical work, backup generator installation, lagoon sludge removal, and lagoon
decommissioning.
The County intends to procure the services of a qualified general contractor for the proposed
improvements. The contractor for this project will be selected through a two-step process. The first
step consists of a Request for Qualifications (RFQu). The County will review the Statements of
Qualifications (SOQs) submitted by the contractors and select a prequalified shortlist of
contractors. The contractors on the shortlist will be invited to participate in the second step of the
project, providing their best and final pricing to complete the scope of work. The selected
contractor must have the full range of skills and expertise needed to carry out the work in a
professional manner and be able to demonstrate substantial experience with similar projects.

It is anticipated, but not guaranteed, that a contract will be awarded in January 2024 and that
construction will begin in the spring of 2024. Once the contractor is selected, it is estimated that it
will take 8 months to complete the construction phase of this project.

GENERAL INFORMATION
1. GENERAL PLANT DESIGN AND DESCRIPTION
Key components and features of the system improvements include:
Site work
Installation of a new lift station manhole
Below grade cast-in-place concrete tank containing 3 basins
Supply of a containerized MBR treatment plant
Offloading of the containerized system
Installation of loose treatment equipment supplied by MBR manufacturer
Electrical installation
Backup power generation
Addition of miscellaneous equipment and materials
The following is a rendering of the project. The MBR equipment package will be purchased by
the contractor. Most of the treatment equipment will be shipped to the site already installed inside
a prefabricated steel container. The container will be the long-term building structure for the
treatment facility and situated on top of the below grade concrete tanks. The MBR equipment
supplier will also supply the loose treatment equipment for installation into the concrete basins
and lift station manhole.
