CITY OF LOUISVILLE, STATE OF COLORADO
Hereinafter referred to as OWNER, at the office of Public Works, 749 Main Street, Louisville, Colorado 80027,
for the
2024 Sid Copeland Water Treatment Plant Filter Media Replacement
The City of Louisville (City) is inviting bids from highly qualified contractors for project specific construction
phase services for improvements to the filters at the Sid Copeland Water Treatment Plant in the City of
Louisville, Colorado.
Bids will be accepted until 2:00 PM Mountain Time on March 8, 2024. Late bids will not be accepted. Bids
shall be submitted electronically via email to:

The Work for which the Bid is requested consists of 1) supplying the necessary filter media as specified and
2) the removal and replacement of filter media (anthracite, sand and gravel) within four (4) filters 3) Coating of
filter basin and or piping as needed 4) Replacement of underdrain tiles as needed at the Sid Copeland Water
Treatment Plant, City of Louisville, Colorado.

A mandatory pre-bid conference and job walk through with representatives of prospective BIDDERs will be
held at 10:00 a.m., MST at Sid Copeland Water Treatment Plant, 1955 N. Washington Ave, Louisville,
Colorado, on February 29, 2024. Representatives of the City will be present to discuss the Project.
Perspective BIDDERs are invited to attend and present their questions relative to this Bid at this conference.
Attendance at this pre-bid conference is required to submit a Bid.
The City of Louisville reserves the right to award the Bids by parts, to reject any or all Bids, to waive any
informalities and irregularities therein, and to accept the bid deemed to be from the lowest reliable and
responsible bidder. Selection is also dependent on the negotiation of an acceptable contract with the
successful bidder.
Bids will be received on a Unit price basis as described in the Bidding Documents.
The successful BIDDER will be required to furnish a performance bond and a labor and material payment
bond to the City of Louisville guaranteeing faithful performance and the payment of all bills and obligations
arising from the performance of the Contract.
No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.
Award of bid provisions are solely for the fiscal responsibility and benefit of the City of Louisville, and confer
no rights, duties or entitlements to any bidders.

The City of Louisville assumes no responsibility for payment of any expenses incurred by any
respondent to this Invitation to Bid.
Each Bid shall contain evidence of BIDDER'S qualification to do business in the state of Colorado or
covenant to obtain such qualification.
Preference is hereby given to materials, supplies, and provisions produced, manufactured, or
grown in Colorado, quality and price being equal to articles offered by competitors outside of the
State. Whenever sources within the City of Louisville exist and are competitive, purchases may be
made from local vendors. Bids may be awarded, as deemed appropriate solely within the
discretion of the City, to local vendors in compliance with the City’s purchasing policies.
