The City of Colorado Springs requests Firm Fixed Price (FFP)
proposals, as detailed in this Request for Proposal (RFP), for the
Palmer Park Asbestos Abatement and Demolition Project
This RFP is posted to Rocky Mountain E-Purchasing BidNet Direct and the City of
Colorado Springs’ Procurement Services Website. It is available for all vendors free of
charge, following free registration, at the Rocky Mountain E-Purchasing BidNet Direct
website.

MOUNTAIN E-PURCHASING BIDNET DIRECT PLATFORM.

SECTION I – PROPOSAL INFORMATION
1.0 PROPOSAL INFORMATION
Section I provides general information to potential Offerors, such as proposal submission
instructions and other similar administrative elements. This RFP is available on BidNet Direct
under the Rocky Mountain E-Purchasing Group (www.BidNetDirect.com). All addenda or
amendments shall be issued through BidNet Direct and may not be available through any other
source.
1.1 RFP SCHEDULE OF EVENTS
The upcoming schedule of events is as follows:

Pre-Proposal Conference
We will hold a pre-proposal conference at the property site located at 3540 Maizeland Rd
Colorado Springs, CO 80909. This meeting is mandatory to attend in order to submit a
proposal for this RFP. We will hold a pre-proposal conference on the following days:
October 11, 2023, 2:00 PM MST
October 12, 2023, 10:00 AM MST
Offerors only need to attend one meeting. This site is currently an asbestos spill recorded with
the CDPHE. All persons wanting to enter the site for measurements should bring proper PPE and
asbestos credentials.
Cut Off Date for Questions
October 18, 2023, 5:00 PM MST
All questions shall be submitted electronically via the BidNet Direct Procurement Platform
(www.bidnetdirect.com) to the following Contract Specialist. All questions must be received no
later than October 18, 2023

1.2 SUBMISSION OF PROPOSAL
Proposals are to be submitted electronically on BidNet Direct (www.bidnetdirect.com). Please
review the submission requirements well in advance of submission date and time, and allow for
ample time to upload each required document. It is recommended that Offerors begin the
submission process at least one (1) day in advance of the proposal deadline.
Offerors are solely responsible to ensure all required proposal documents are uploaded and
submitted correctly, and that a confirmation number is obtained upon successful submission.

1.3 NUMBER OF COPIES

Offerors shall submit one (1) softcopy to the BidNet Direct platform. Upon submission, all proposal
documents shall become and remain the property of the City of Colorado Springs.
1.4 SPECIAL TERMS
Please note the following definitions of terms as used herein:
The term “City” means the City of Colorado Springs.
The term “Contractor” or “Consultant” means the Offeror whose offer is accepted and is awarded
the contract to provide the products or services specified in the RFP.
The term “Offer” means the proposal.
