The City of Colorado Springs requests Time and Material (T&M) proposals, as detailed in
this Request for Proposal (RFP), for Pikes Peak America’s Mountain Highway Recreation
Corridor Repairs – FEMA DR-4731 Architectural & Engineering Services.
The project is partially funded by a Federal Grant.
This RFP is posted to Rocky Mountain E-Purchasing BidNet Direct and the City of
Colorado Springs’ Procurement Services Website. It is available for all vendors free of
charge, following free registration, at the Rocky Mountain E-Purchasing BidNet Direct
website.

1.0 PROPOSAL INFORMATION
Section I provides general information to potential Offerors, such as proposal submission
instructions and other similar administrative elements. This RFP is available on BidNet
(www.BidNetDirect.com). All addenda or amendments shall be issued through BidNet and may
not be available through any other source.

1.2 SUBMISSION OF PROPOSAL
Proposals are to be submitted electronically on BidNet Direct:
(www.bidnetdirect.com).
Please review the submission requirements well in advance of submission date and time; and
allow for sufficient time to upload each required document.
It is recommended that Offerors begin the submission process at least one (1) day in advance of
the proposal deadline.
Offerors are solely responsible to ensure their proposal documents are uploaded and submitted
correctly, and that a confirmation number is obtained upon successful submission.

1.3 NUMBER OF COPIES
Offerors shall submit one (1) electronic copy of the proposal documents. Upon submission, all
proposal documents shall become and remain the property of the City of Colorado Springs.
1.4 SPECIAL TERMS
Please note the following definitions of terms as used herein:
The term “City” means the City of Colorado Springs.
The term “Contractor” or “Consultant” means the Offeror whose offer is accepted and is awarded
the contract to provide the products or services specified in the RFP.
The term “Offer” means the proposal.
The term “Offeror” means the person, firm, or corporation that submits a formal proposal or offer
and that may or may not be successful in being awarded the contract.
