Description:

The Town of Frederick in partnership with the Town of Firestone is soliciting proposals from qualified consultants for the design of plans and specifications for the construction of the ultimate intersection improvements at the intersection of Weld County Road 13 (WCR13 - Colorado Boulevard) and Weld County Road 20 (WCR20 - Bella Rosa Parkway/Pine Cone Avenue). This project area has been identified as a high priority short term, Tier 2 Intersection Improvement location in the Town of Frederick Transportation Master Plan with operations, widening with customized layout and configuration if challenges or deficiencies presented in the improvements are identified.

Work in this project will consist of travel and auxiliary deceleration/acceleration lanes, striping and thermoplastic pavement markings, traffic signal operations, curb and gutter, sidewalk, ADA curb ramp and crosswalk features. To facilitate these improvements Right-of-Way (ROW) acquisition services will be required. The consultant selected through this RFQ/P process will provide professional services for the design and ROW acquisition phases of this project and as needed during construction.

Electronic RFQ/P will be received by the Town of Frederick, Colorado (hereinafter referred to as the Owner), until 3:00pm local time, on April 17, 2024 at Rocky Mountain E-Purchasing.

Copies of the Contract Documents, complete with Drawings and Specifications, may be obtained at Rocky Mountain E-Purchasing or from the Town’s website ( http://www.frederickco.gov/Bids.aspx ) after 8:00am on March 20, 2024.

Prospective Bidders are invited to present their questions relative to their RFQ/P to the Town Engineer.

PART 1 GENERAL
I. PURPOSE
The Town of Frederick in partnership with the Town of Firestone is soliciting proposals from qualified
consultants for the design of plans and specifications for the construction of the ultimate intersection
improvements at the intersection of Weld County Road 13 (WCR13 - Colorado Boulevard) and Weld
County Road 20 (WCR20 - Bella Rosa Parkway/Pine Cone Avenue). This project area has been identified
as a high priority short term, Tier 2 Intersection Improvement location in the Town of Frederick
Transportation Master Plan with operations, widening with customized layout and configuration if
challenges or deficiencies presented in the improvements are identified. All proposers shall be pre-
qualified with the Colorado Department of Transportation (CDOT) for roadway design.
II. OVERVIEW OF REQUEST
A. General Description
The Town of Frederick has secured funds for the Design of the ultimate intersection improvements at the
intersection of WCR13 and WCR20 through award of the Fiscal Year (FY) 2024-2027 Surface
Transportation Block Grant (STBG) Transportation Improvement Project (TIP) by the Southwest Weld
County Subregional Form of the Denver Regional Coalition of Governments (DRCOG) administered
through the Colorado Department of Transportation (CDOT). Work in this project will consist of travel and
auxiliary deceleration/acceleration lanes, striping and thermoplastic pavement markings, traffic signal
operations, curb and gutter, sidewalk, ADA curb ramp and crosswalk features. To facilitate these
improvements Right-of-Way (ROW) acquisition services will be required. The consultant selected through
this RFP process will provide professional services for the design and ROW acquisition phases of this
project and as needed during construction.
The design phase will identify more exact requirements, qualities, quantities and attributes for this work.
(Herein after referred to as “the exact work”). The exact work shall be used to acquire ROW and complete
the construction phase of the project. Services for identified ROW acquisition required for the project is
expected to occur concurrent with design and is estimated to 2024-25. The construction phase of the project
is estimated to begin in 2026 and shall finish in not more than 150-days following Notice to Proceed and
commencement of construction.
B. General Requirements
x This project has FY 2024-2027 STBG TIP federal funding dollars associated with the design and
construction and the Town of Frederick has entered into an Intergovernmental Agreement with
CDOT (administrator of the federal funds). This project is administered as a CDOT Local Agency
Project and the selected consultant is expected to be familiar with the Local Agency process and
will be expected to meet and deliver the requirements detailed in sections 2, 4, 5, 6 and 7 of CDOT
Form 1243.
x The Disadvantaged Business Enterprise (DBE) goal for the design portion of this project is 0%.
x The project location is within multiple jurisdictions and the selected consultant is expected to be
familiar with all applicable Town of Frederick and Town of Firestone Design Standards and
Construction Specifications. Project will be administered by Town of Frederick.

x All work shall conform to the parameters articulated in the State Highway Access Code, AASHTO
“A Policy on Geometric Design of Highways and Streets” Colorado Department of Transportation
Standard Specifications for Road and Bridge Construction, CDOT Design Guide.
x All survey services required for the design of this project and performed by Professionally Licensed
Surveyor (PSL) shall be provided and coordinated by the consultant.
x All geotechnical investigation services required for the design of this project will be provided by
the Consultant. These services will be coordinated with the results reviewed by the Consultant for
submission to and review by the Town.
x ROW acquisition is anticipated with this project, appraisal and acquisitions service shall be
included. The design process should identify any ROW or easements required for the project to
facilitate acquisition process. Right-of-way acquisition is anticipated at the northwest quadrant of
the intersection from the county property at 9031 Colorado Boulevard. The Town of Frederick
owns property at the southwest quadrant of the intersection and Town of Firestone owns property
east of the intersection to facilitate necessary ROW dedication.
x The consultant must provide detailed written daily progress reports throughout the duration of the
design. The progress reports will be part of the billing submitted monthly.
x The consultant will be expected to provide a full range of design services. The final scope of work
will be determined between the selected consultant and the Town during the contract negotiations
period.
x Subsurface Utility Engineering (SUE) shall be included within the full area of roadway
improvements with identification of design conflict and relocation coordination. Showing the
ability to negotiate with existing utilities for their relocation during the design process.

III. INSTRUCTIONS TO CONSULTANTS
A. Submittal Requirements
Qualified consultants interested in performing the work described in this request for proposals should
submit the following information to the Town in any order they choose. No Design Costs and/or
Consultant Fees shall be submitted with the proposal. Any costs or fees included with the proposal
will cause the submittal to be disqualified.

x Qualifications of your firm and staff proposed to perform the work on this project. The expected
design of the project includes civil engineering, transportation engineering, drainage, geotechnical
and surveying. Proposals should demonstrate firm or staff ability to provide these services.
x A representative list of similar projects completed in the last three (3) years.
x Provide a scope of work for the proposed design work and construction administration and
observation services. The scope of work may be revised with Town staff to formulate the final
scope of work for the project.
x References from three other projects with similar requirements that have been completed within
the past five years and that have involved the staff proposed to work on this project.
x Consultant’s willingness to enter into the Town of Frederick Standard Contract Agreement
included as part of the RFP or any contract as determined necessary by the Colorado Department
of Transportation.
x The length of the proposal shall be limited to a total of eight (8) pages, 8.5-inch x 11-inch, front
and back. Page count will not include front/back cover pages, table of contents or resumes of the
personnel assigned to this project.
x Bid proposals shall be submitted electronically to Town of Frederick must be received no later than
3:00pm on April 17, 2024 at Rocky Mountain E-Purchasing.
x Hard copies of awarded submission required, but not subject to above time and date, delivered to
Frederick Engineering Services by mail to Town of Frederick, 323 5th Street, Frederick, CO 80530
attention Jason Berg. Submit a total of two (2) hard copies and one (1) digital PDF copy of your
proposal.
x The Town of Frederick reserves the right to reject any and/or all proposals, to further negotiate with
the successful consultant and to waive informalities and minor irregularities in proposals received,
and to accept any portion of the proposal if deemed to be in the best interest of the Town to do so.
The total cost of preparation and submission shall be borne by the consultant. All information
submitted in response to this request for proposal is public after the Notice of Award has been
issued.
