Notice is hereby given that the City of Port Orange is seeking Statements of Qualifications for RFSQ #23-18
Professional Engineering Services. Submissions of Statements of Qualifications will be accepted in the City Clerk’s
Office, Port Orange City Hall, 1000 City Center Circle, Port Orange, Florida until 2:30 P.M. Eastern Standard Time
(EST)on November 29, 2023 which may be amended by addendum issued by the City. All untimely statements will
not be considered and will be returned to the Respondent unopened. All statements will be evaluated to ensure they
contain all required forms in order to deem the Respondent responsive or non-responsive. Statements will be
opened and read aloud November 29, 2023 at 2:30 P.M. EST in Council Chambers.
DESCRIPTION: The City of Port Orange, is seeking tatements of Qualifications rom qualified professional
individuals and/or firms interested in providing civil engineering, traffic engineering and transportation
planning, landscape architectural, environmental and planning services, geotechnical engineering services,
hydrologic and hydraulic analysis and design, feasibility and due-diligence studies, drainage studies, master
planning and grant procurement and grant administration services for the City of Port Orange for preparation of a
variety of projects being administered by various City departments.
All Statements of Qualifications are solicited and will be evaluated on the criteria outlined in this RFSQ. An evaluation
committee primarily comprised of City staff has been appointed to evaluate and rank the Statements of Qualifications
received in accordance with the Code of Ordinances City of Port Orange, Chapter 2, Article VI, Division 2, Section 2-
278, and all statements will be evaluated in accordance with the provisions thereof. Code of Ordinances, City of Port
Orange is on file in the Office of the City Clerk, City Hall, 1000 City Center Circle, Port Orange, Florida 32129, and at
www.municode.com.
The Cone of Silence begins with the issuance of the solicitation document and continues until City Council meets to
make a final decision on an award. During this time proposers, suppliers, contractors and sub-contractors are
prohibited from all communications regarding the solicitation with City staff, City consultants, City legal counsel, City
agents, or elected officials. Any proposer who initiates any discussions or attempts to influence a member or members
of the aforementioned shall be disqualified from continued participation in the procurement process with regard to
that particular solicitation. While the Cone of Silence is in effect, all communications from potential proposers,
suppliers, contractors and sub-contractors must be directed to the Purchasing Division @ purchdiv@port-orange.org.

submit a complete package may be obtained electronically from the City of Port Orange Purchasing webpage at
https://www.port-orange.org/bids.aspx and DemandStar at www.demandstar.com. All questions shall be directed

SECTION 1 – PURPOSE AND OVERVIEW
The purpose for this Request for Statement of Qualifications (RFSQ) is to solicit competitive sealed Statements of
Qualifications from qualified individuals and/or firms that are interested in providing the City of Port Orange
Professional Engineering Services.
NOTE: The City may not accept statements from firms that have had adversarial relationships with the City or firms
that have represented entities that have had adversarial relationships with the City. This includes the firm,
employees and financial or legal interests. The City will not enter into a contract or conduct business with any firm
or any personnel that is listed on the Federal, State, or other local government agencies’ Excluded Parties List,
Suspended List or Debarment List.
The awarded firms may be tasked with services that will be partially funded by federal grant programs; therefore,
Respondents should review the federal laws and regulations related to FEMA, HUD, FHWA and other federal
programs and the Compliance with Federal Standards language referenced and contained herein.
It is the intent and purpose of the City of Port Orange (City) that this Request for Statement of Qualifications promotes
competitive selection. It shall be the Respondent’s responsibility to advise the Purchasing Division if any language,
requirements, etc., or any combination thereof, inadvertently restricts or limits the requirements stated in this RFSQ
to a single source.
