DAVIS ROAD STORMWATER IMPROVEMENTS – CANAL ROAD TO 10TH AVENUE NORTH
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Davis Road Stormwater Improvements – Canal Road to 10th
Avenue North will be received, by the Village of Palm Springs, at the office of the Village of Palm Springs
Clerk, until 2:00 PM local time on February 13, 2024. At 2:30 PM all Bids received will be publicly opened
and read. The Project consists of constructing and rehabilitating infrastructure including swales, drainage
pipes, catch basins, and outfalls to improve the stormwater system in the project area.
Bidding Documents may be viewed and downloaded online www.vpsfl.org or
http://www.demandstar.com. Hard copies of bidding Documents may be obtained from Chen Moore and
Associates (David Cowan) on Mondays through Fridays between the hours of 8:00 AM. to 5:00 PM.
Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-
refundable charge of $_10.00_, including shipping via overnight express service. Alternatively, printed
Bidding Documents may be obtained from Chen Moore and Associates either via in-person pick-up or via
mail, upon receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding
Documents is $_10.00_ per set, payable to Chen Moore and Associates.
Bidders must submit their responses electronically via DemandStar – http://www.demandstar.com. Bids
must be submitted before the deadline on February 13, 2024, at 2:00 PM local time.
A virtual pre-bid conference will be held at 10:00 AM local time on January 24, 2023, at 10:00 AM via
Microsoft Teams. Attendance at the pre-bid conference is NON-MANDATORY.

Pursuant to Section 2-355 of Palm Beach County Ordinance No. 2011-039, and the purchasing policies of
the Village of Palm Springs, all Solicitations, once advertised, are under the “Cone of Silence” until the
appropriate authority has approved an award recommendation, rejected all responses or some other
action by the Village to end the selection process. This limits and requires documentation of
communications between potential Bidders and/or Bidders on Village Solicitations, the Village’s
professional staff, and the Village Council members.
