ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Reconstruction of Surficial Aquifer Well No. 9 will be received, by
the Village of Palm Springs, electronically via Demandstar until 2:00 PM local time on January 23, 2024.
At 2:30 PM all Bids received will be publicly opened and read. The Project consists of reconstructing one
(1) existing production well, Well No. 9, including drilling, setting of casings and/or well screen, grouting,
testing, well logging, video logging, acidization (optional), pump testing, formation water disposal system
(including temporary piping and pumps), well facility disinfection, fencing, clearing and restoration of well
site, new pump and motor including column pipe and appurtenances, well head piping and
appurtenances, flow meter, raw water main piping / tie-in, electrical and controls, site work and
restoration, as described herein and as shown on the drawings. The project also consists of furnishing all
labor, equipment, and materials necessary for testing / pressure grouting of existing sanitary sewer service
piping including applicable site work and restoration, as described herein and as shown on the drawings.
Bidding Documents may be viewed and downloaded online www.vpsfl.org or
http://www.demandstar.com. Hard copies of bidding Documents may be obtained from Holtz Consulting
Engineers, Inc. on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM. Bidding
Documents are available on compact disc (as portable document format (PDF) files) for a non- refundable
charge of $_40.00 , including shipping via overnight express service. Alternatively, printed Bidding
Documents may be obtained from Holtz Consulting Engineers, Inc. either via in-person pick-up or via mail,
upon receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding
Documents is $_80.00 per set, payable to “Holtz Consulting Engineers, Inc.”.
Bidders must submit their responses electronically via DemandStar – http://www.demandstar.com. Bids
must be submitted before the deadline on January 23, 2024, at 2:00 PM local time.
A virtual pre-bid conference will be held at 10:00 AM local time on January 3, 2024, via Microsoft Teams.
Attendance at the pre-bid conference is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.
Any questions regarding the specifications and Solicitation process must be submitted in writing to the
Procurement Specialist at procurement@vpsfl.org. Questions and requests for clarification and additional
information must be received prior to the Deadline for Submission of Questions on January 12, 2024, at
5:00 PM local time.
Pursuant to Section 2-355 of Palm Beach County Ordinance No. 2011-039, and the purchasing policies of
the Village of Palm Springs, all Solicitations, once advertised, are under the “Cone of Silence” until the
appropriate authority has approved an award recommendation, rejected all responses or some other
action by the Village to end the selection process. This limits and requires documentation of
communications between potential Bidders and/or Bidders on Village Solicitations, the Village’s
professional staff, and the Village Council members.
