ONSITE PREBID MEETING LOCATION CHANGE:
The meeting location for the onsite prebid scheduled for Thursday July 16 at
11:00am for Bid 20-166 (Water System Island Flood Restoration Project) has been
changed from the Ashland Water Treatment Plant to the gate located East of the
Island Wellfield. Contractors shall turn South off Highway 6 at the Linoma Beach
corner and proceed along Linoma Road and Ruff Road approximately 1 mile. Gate
is located on the South side of the road. See map in Attribute Section for details.

Prebid Meeting 2 - Site Visit (READ COVID 19 REQUIREMENTS BEFORE 7/16/2020 11:00:00 AM (CT)
ATTENDING SITE VISIT)
NOTE: ONSITE PREBID MEETINGS REQUIRE INDIVIDUALS TO OBSERVE THE FOLLOWING COVID-19 GUIDELINES:
1. All Vendors must have a vehicle capable of accessing the jobsite. No one will be allowed to drive to the site in a City
vehicle or with another Contractor.
2. All participants must maintain 6' social distancing rules at the site.
3. All participants must wear a face mask that covers both the nose and mouth while viewing the site.
A second prebid meeting to visit the jobsite will be held on Thursday July 16 at 11:00am.

1 Agreement to Addendum No. 2
Addenda are instruments issued by the Purchasing Department prior to the date for receipt of offers which will
modify or interpret the specification document by addition, deletion, clarification or correction. Vendor
must acknowledge receipt of this addendum in the space provided at time of bid submission.
Be advised of the following clarifications and changes to the Specification and bidding documents:
1. Pre-Bid Meeting Attendance and meeting notes
The attendance list and meeting notes for the pre-bid meeting is attached in the Bid Attachments.
2. Questions / Clarifications:
Question: Where is the V shaped riprap installation and where is the ladle shaped riprap installation.
Answer: The V shaped riprap installation is for the end sections and the ladle shaped riprap for
the main areas of riprap.
Question: Can the AutoCAD files showing the existing and proposed contours be provided prior to bidding?
Answer: The AutoCAD file has been included as part of this addendum.
Question: Is there a designated mixing area for the three types of stone that have to be mixed to make the
Type E and Type A riprap?
Answer: An exhibit showing a designate mixing area is included as part of the addendum. This
area of disturbance will need to be seeded as part of the project after the mixing is complete.

Question: Will any as-built topographic survey be required in the excavation or fill areas?
Answer: No, an as-built topographic survey will not be required for the excavation or fill areas.
Question: What are the weight restrictions for crossing the bridge that goes over the river to the island?
Answer: Appendix C is the Island Wellfield Bridge Capacities. All the weight restrictions should be
in that Appendix.
Question: In regards to the dewatering line item for Options 1a & 1b for the bank repair pre disaster and
mitigation. Per table 7 in the geotechnical report it appears ground water in borings 1,2&3 ranges from 1054
to 1055.5. Can you give us the elevation at the bottom of the Class A rip rap at the 6 ft wide flat bottom as
shown in the cross sections A/9 on plan sheet 8 of 11 for options 1 & 2 and the elevation at the bottom of the
class A Rip rap at the 3 ft wide bottom as shown on cross section B/9 on plan sheet 8 of 11. What we are
trying to determine is how far below ground water will we be when installing the rip rap and filter material. This
will help give our dewatering subcontractor a better idea of how much water they need to dewater.
Answer: It is anticipated that you will be between 6’ and 8’ below the top of the bank. That means
the bottom of the trench will be mostly like be around 1054/1055 so ground water will be
encountered.
Question: Can a seed type be provided?
Answer: Seed mixture shall be Type “F” – Rural Mix, seeding occurring outside the seeding
period may require that the seed pay item be considered a warranty item and concluded after the
completion dates within the appropriate seeding period.

Question: Can the $3500/day liquidated damages be confirmed?
Answer: The liquidated damages was listed incorrectly for substantial completion and will be
$1,000/day for substantial completion and $500/day for final completion.
Question: Bank Repair Option 3 does not include dewatering and coffer dam. Does this mean Option 3
(flexamat) can be installed without dewatering even if the Platte River water elevation is above the design
elevation.
Answer: Yes, it is assumed the Option 3 (Flexamat) will be able to be installed without dewatering
or a coffer dam.
Question: Can the water that is dewatered under the dewatering line items in options 1 & 2 for the bank
repair be discharged directing into the river or does it need to be discharged onto the land and then run back
into the river.
Answer: The approved 404 permit states that all discharges into the waterway should be done as
to minimize turbidity and suspended solids. It is the intent that dewatering discharge be sent
through a filter bag or let it dissipate over vegetation before it reenters the river.
3. Bid has been extended to Friday July 31 at 12:00pm.
4. A grading plan has been attached to the Bid Attachments.
All other terms, conditions, and requirements of the request remain the same as originally indicated in the document
or as modified on previous addenda.
