Boiler Replacement Project
Sealed proposals will be received by Guilford County Schools until 2:00 PM on Thursday,
February 8, 2024, at 501 W. Washington Street, Greensboro, NC 27401, and immediately
thereafter officially opened and read aloud, to furnish all materials and labor for the Lucy
C. Ragsdale High School Boiler Replacement project. Please ensure that you arrive prior
to bid opening. Doors will close and bids will not be accepted after the bid opening time
noted above.

copies of the bid documents. Please note the project name on the subject heading of your
email. Palma Engineers will email an electronic copy of the plans, specifications, and
other bid documents, if any, within 24 to 48 hours of the request. Questions regarding the
bid should be directed in writing to Joel Palma, Palma Engineers at
joel@palma-engineers.com.
A brief description of work in the project as follows:
1. Base Bid: Demolish the existing boilers, primary pumps, and select piping.
Provide new boilers, new gate valves, new primary boiler pumps, controls,
header, and select piping. Modify the existing and add additional housekeeping
pad to accommodate the new boilers.
2. Alternate 1: Provide new air-separator, expansion tank, secondary hot water
pumps, triple duty valve, and hot water piping.
A mandatory pre-bid conference will be held at the project site on Thursday, January 25,
2024, at 10:30 AM. Attendees shall meet at the front of the school. Attendance at this
conference is required for all potential bidders to examine the existing conditions, to
discuss details of the project, and to ask questions. Bids will not be accepted from
contractors that were not represented at this meeting. The bidder representative shall be
a permanent employee of the bidder who is knowledgeable of boilers, pumps, and all
items on the plans, and the Guilford County Schools bidding process. Bidders must be
properly licensed for the work in accordance with Section 87 of the North Carolina General
Statutes.
The last day for questions is Tuesday, January 30, 2024 by 5:00 PM. The last addendum,
if any, is tentatively scheduled to be issued by the end of day on Thursday, February 1,
2024.
A 5% Bid Bond and 100% Performance and Labor and Material Payment Bonds are
required for this project. No bid may be withdrawn after the scheduled closing time for the
receipt of bids for a period of 60 days.
E-Verify Requirements: This project requires the awarded vendor to comply with the
requirements of E-Verify. (U.S. law requiring companies to employ only individuals who
may
legally work in the United States – either U.S. citizens, or foreign citizens who have the
necessary authorization.)
Minority businesses are encouraged to submit bids for this project. The appropriate forms
from the section entitled “Participation by Women and Minority Owned Businesses” must
be submitted with each bid to show good faith efforts to obtain Minority and Women
Owned Business Enterprise participation. The Guilford County Board of Education
awards public contracts without regard to race, religion, color, creed, national origin, sex,
age or handicapped condition as defined by North Carolina General Statutes, Section
168A-3. The Board reserves the right to reject any or all bids presented and to waive any
informalities and irregularities.
