The attention of respondents submitting qualifications for the above-referenced
project is called to the following Addendum to the Request for Qualifications
indicated above. The items set forth herein, whether of omission, addition,
substitution or other change, are all to be included in, and form a part of, the
proposed Contract Documents for the work.
Inclusion of this Addendum must be acknowledged in the spaces provided in the
document entitled “Request for Qualifications Tidewater Landing Phase 1B
Public Infrastructure Improvements Professional Design Services RFQ 24-
031”. Failure to acknowledge any and all addenda in the above specified
proposal form may be cause for rejection of the bids by the Owner on the
grounds that it is not responsive.
This Addendum consists of Four pages (1 cover & 3 additional pages) and one (1)
attachment (1 additional page), for a total of 5 pages.
1. QUESTIONS & ANSWERS RECEIVED AT THE PRE-BID
CONFERENCE AND VIA EMAIL.
1) Would the City consider extending the due date, this a significant project
with only three weeks to prepare a quals package?
Answer: The City has decided not to extend the due date for this
Request for Qualifications.
2) Can you confirm the pedestrian bridge just for pedestrians and
approximately 20’ wide?
Answer: The bridge will convey pedestrians and emergency
response vehicles (to be determined with public safety officials).
DPW will also need to provide maintenance and operations such as
snow removal. The City is open to exploring bridge type options and
sizing during the design development phase.
a. The “order of magnitude” bridge construction budget is $6
million; however, this is a rough budget and is likely outdated.

3) Has geotechnical evaluation been completed?
Answer: Yes, geotechnical evaluation has been completed. The
awarded consultant shall review existing geotechnical evaluation
and suggest additional geotechnical evaluation as necessary. Scope
of this work will be negotiated.
In addition, a topographic survey and a RAWP are also completed.
The awarded consultant shall evaluate this information and comment
on its suitability during the negotiation phase.
4) Will the City allow multiple awards based on the funding source
breakdown?
Answer: The City intends to award to one firm or team for this
project.
5) Is construction of the full project scope as described contingent on
securing funding? If yes, is there any area of work that is fully funded
through construction?
Answer: Construction of this work is contingent on future funding.
The P3 team is actively working through funding sources and
processes. Currently, as described in the RFQ, the Tidewater
Riverwalk West component has received funding for construction.
6) Please provide an estimated time frame for the Final Design, Permitting
Phase, and Bid Phase portion of the project.
Answer: The City intends to initiate this engineering contract as
soon as possible. The City anticipates working directly with the
awarded consultant to establish a reasonable schedule that works
for all parties, with the intent to prioritize the Tidewater Riverwalk
West and Pleasant Street/Taft Street stairway construction to the
extent practicable. The remaining design elements of the project will
have an expectation to proceed concurrently and expeditiously.
7) The RFQ Scope identifies Grant Consultation and Administration as part
of the project. Please describe more fully the nature of the anticipated
grant work and the associated administrative activities.
Answer: The City has received grant funding for the Tidewater
Riverwalk West through Housing and Urban Development (HUD).
The City has received grant funding for engineering through the
Rhode Island Infrastructure Bank and EPA’s SNEP program.
Familiarity with administering grants for these organizations will be
helpful for the City to implement the work. Final scope of
consultation and administration will be negotiated with the awarded
consultant.
