Notes
It is the intent of this Invitation to Bid (ITB) to procure a contract for Construction of the Chilhowee View Road Water Main Improvements. The Project consists of constructing approximately 10,100 linear feet (LF) of 12” DIP water line, 7,050 LF of 8” PVC water line, 2,175 LF of 6” PVC water line, 130 LF of 4” PVC water line, 10 LF of 2” PVC water line, all service reconnections, and all associated valves, fittings, and appurtenances along Chilhowee View Road, from Wilkinson Pike to Whites Mill Road, and along Nickel Point Drive, and along E. Lamar Alexander Highway (US-321) from Autumn Drive to Sims Road in Maryville, TN. Bids shall be on a unit price basis for a single prime Contract.


The Bid Invitation and all Bid Attachments may be obtained through Blount County's online bidding system at https://blounttn.ionwave.net/login.aspx . If not currently registered with Blount County, v endors are encouraged to register under the Supplier Registration tab and submit their response through the online bidding system at this same link. Manual (hard copy) bid responses are acceptable. If submitting a hard copy bid response, it shall be submitted at the South Blount County Utility District, 320 Partnership Parkway, Maryville, TN 37801. Bid respo nses, whether electronic or manual (hard copy) submissions, must contain all required information and documentation including, but not limited to, Response Attachments, Bid Attributes, and Bid Lines and be submitted no later than the Response Deadline. Bid responses are not accepted via email or facsimile. Bidders must allow ample time to submit their response. The system does not allow entries beyond the Response Deadline Date/Time.

3. - the Inset don't match up, there is no #5 on bid form and some are doubled up
Answer Inset #5 is not listed as a pay item on the bid form because it is not a connection to an existing

water main. Pay Item 208 Tie-ins to Existing Facilities is meant for payment when connecting to

existing lines only. Insets are shown at a 1” to 10’ scale to indicate detail on certain work areas, but not

all insets represent connections to existing water mains.

2. -Domestic Preference - so you want Buy America or BABA
Answer
ARPA funding does not state a requirement for Buy America or Build America, Buy America

(BABA). ARPA funding only has a requirement for Domestic Preference § 200.322, and

those requirements are listed in the "Federal Contract Provisions" document on the "Attachments" tab

of this online Bid.

1. - do they still want the AFC B84B fire hydrants?
Answer Section 02640, Paragraph 2.8 gives the requirements for fire hydrants. The question refers to

American Flow Control/American-Darling 5-1/4” B-84-B. The Engineer will review any fire hydrant

submittal from American-Darling or other approved manufacturers for compliance with the specs.

Fire hydrants that meet the requirements, including from an Owner-approved manufacturer, shall be

allowed. Section 02640 Paragraph 2.8.H for Owner-approved manufacturers is modified by this

addendum under Item No. 5 Modifications.

Will the contractor be responsible for all of the cost incurred, by of all the items listed on the easement notes even if part of the waterline can be installed without interfering with certain trees and item noted?
Answer All items noted on the easement information forms shall be considered requirements of the

contract. Items listed were discussed during easement negotiations with homeowners, and the noted

easement work was agreed to in order to gain homeowner approval. Regarding trees specifically,

contractor shall remove trees per the easement instructions. If any trees are not listed as to be

removed, the contractor shall make all efforts to protect and maintain the trees

If there is a portion of the main line or service line that cannot be located, who will be responsible for completing the repairs if either should be broken?
Answer The contractor will be responsible for all repairs to existing main lines or service lines that are

broken by the contractor during construction.

Is there any portion of this project that has any main line or service line that can't be located once a TN One Call is placed?
Answer Neither the A.C. nor PVC water lines have tracer wire. Some service lines are believed to be

copper and are believed to be locatable. Utility staff have visually located these water mains in

multiple areas during regular maintenance work, service connections, and repairs on these lines in

previous years. The utility will respond to all TN One Call locates to mark mains and services.
