INVITATION TO BID
PART 1 GENERAL
1.1 CONSTRUCTION CONTRACT
A. Bidders are invited to Bid on a Contract known as the West Valley City Parks - Tree
Removal Project.
B. For information about the award of this Construction Contract contact Jason Erekson,
West Valley City, Telephone (801) 955-4006.
1.2 DESCRIPTION OF WORK
A. Location of Work: All listed locations are located in West Valley City, UT -
City Park – 4500 West 3500 S
Hillsdale Park - 3205 South 3200 West
Jordan River Trailhead Park - 1055W 2320 South
Peachwood Park – 3510 West 3965 South
I215 and 3500 South Interchange
B. Scope of Work: Contractor will be responsible for all labor, materials, equipment,
coordination and incidentals necessary to complete work as described in the Contract
Documents. The work to be performed generally includes, but is not limited to the
following:
1. The complete removal of marked trees in listed locations. Includes: felling,
chipping and hauling off of marked trees, grinding of stumps, and repair of any
damaged landscaping.
2. Other work normally encountered during any aspect of tree removal on improved and
unimproved properties.
1.3 BIDDERS’ PRE-QUALIFICATION
A. Bidders are not required to be pre-qualified for this project.
1.4 BASIS OF BIDS
A. Bids shall be on a line Item basis. Unsealed or segregated Bids will not be
accepted. Bidders shall comply with all Instructions to Bidders.

1.5 CONTRACT TIME
A. The work will be substantially completed in sixty (60) calendar days from the date of
the Notice to Proceed. Contract work needs to be completed by May 20, 2024 for grant
payment.
1.6 EXAMINATION AND PROCUREMENT OF DOCUMENTS
A. Complete sets of Contract Documents may be examined and obtained beginning,
February 7, 2024 from the ENGINEER. Plan sets can be downloaded from a third party
website and can be located via the West Valley City Engineering Division website,
www.wvc-ut.gov/engineering.
B. Copies of 2017 version of APWA Manual of Standard Drawings and Specifications
may be obtained for a cost of sixty-five dollars ($65.00). Go to http://utah.apwa.net/ for
purchase information.
1.7 PRE-BID CONFERENCE
A. A pre-bid conference will not be held.
1.8 BID SECURITY
A. Bid Security in the amount of at least five percent (5%) of the Bid must accompany
each Bid in accordance with the Instructions to Bidders. Bid Security will be returned to
each unsuccessful Bidder after tabulation and award of the Construction Contract.
1.9 BID LOCATION AND OPENING
A. Sealed Bids will be received at:

until 11:00 am Mountain Standard time, as conclusively established by the clock at the
bid opening location, on February 20, 2024. Bids received after the indicated time will
not be accepted. Bids will be publicly opened in the City Council Chambers, 3600 South
Constitution Blvd., West Valley City, Utah 84119 at approximately 11:05 am local time
by an authorized City official.
B. On the outside of the envelope, the Bidder shall indicate the Construction Contract title,
the name and address of the Bidder and the date and time of the Bid opening.
