Addendum #1 to Invitation for Bid (IFB) No. 24-31-SD is issued in accordance with the IFB Terms
& Conditions and is intended to provide additional information and clarification to Respondents.
Addendum #1 consists of three (3) items which are listed below, attached hereto and made a part
hereof to IFB No. 24-31-SD.
ITEM 1 – CHANGES TO IFB
1. Add Attachment E “Project Summary” attached hereto.
ITEM 2 – Q&A
1. There are plans for residential structure being built in the project area. Which driveway
belongs to the future development?
ANSWER: The future development will use the existing road as construction entrance
#2. Access will have to remain open if construction is started during this project.
2. Is it possible to use 24-inch pipe for the entire project?
ANSWER: Spotsylvania County does not have objections to larger diameter steel casing
pipes as long as it does not affect the existing conditions with the roadway. Casing #2 is
shown as 24”. Casing # 4 can be increased to 24. Casing #1 and #3 are within 18 inches
of the roadway. The bidder will assume all risks of acquiring approval and installation of
larger casings.
3. Regarding zinc pipes, is the zinc required only on the outside of the pipe?
ANSWER: Zinc coating is only required on the outside of the pipe.
4. Are check valves only required on the reservoir side?
ANSWER: Yes.
5. Was the lump sum amount for testing only added for budgetary purposes?
ANSWER: The County has allotted up to $10,000 for testing. Compaction testing will be

paid for out of this allowance.
6. Is there a requirement for flowable fill testing?
ANSWER: No.

Spotsylvania County Specifications
for
Gordon Road – Ni Reservoir Drainage Repairs Project
November 2023
I. SUMMARY
The project consists of furnishing and installing approximately 44 linear feet of 16-inch,
233 linear feet of 22-inch, and 136 linear feet of 24-inch diameter of steel drainage pipe,
and all necessary appurtenances on the Gordon Road – Ni Reservoir Drainage Repairs
Project located on Gordon Road near the Ni River Reservoir in Spotsylvania County,
VA.
II. WORK COVERED BY THE CONTRACT DOCUMENTS
A. Work under this contract includes furnishing and installing drainage pipe
associated appurtenances as follows:
i. Furnish, erect, maintain, and remove erosion and sediment control
measures including silt fencing, construction entrances, and other
items as required by the Regulator Authority and stated on the plans.
ii. Clear and grub the area of construction of the new drainage pipes.
iii. Furnish and install 16-inch, 22-inch, and 24-inch diameter steel
drainage pipe, fittings, and connections at locations and grades shown
on the plans.
iv. Furnish and install all other appurtenances shown or required to
complete the work.
B. Contingent Items – If contingent items are included in the project, they
shall not be performed without written direction and authorization by
ENGINEER, if agreed to by the OWNER.
C. Work consists of providing labor, materials, equipment, services and
administration required in conjunction with or properly incidental to
construction of the project. All work shall be performed in accordance
with Federal, State and Local regulations and OSHA requirements.

III. SPOTSYLVANIA COUNTY SPECIFICATIONS – General information
A. Use Spotsylvania County Department of Water and Sewer Design &
Construction Standards Manual for construction specifications and details. All
construction must adhere to the 2018 Design and Construction Standards
Manual. https://www.spotsylvania.va.us/917/2018-DSM-by-Chapter
B. All excavation is considered Unclassified. Spotsylvania County has not
conducted an underground investigation of the site.
C. The County shall provide initial stakeout of the project. Any stakeout after the
initial one will be the responsibility of the contractor.
D. Existing underground utility lines shown or indicated are those known as of
the design of the project and are shown for supplemental information. Not all
underground utility lines may be shown on the plans. The Contractor is
responsible for ensuring all underground utility lines are marked and bid
accordingly.
E. Underground utility lines that are not at the same elevation as the new water
or sewer infrastructure will not be considered as conflicts. The Contractor
shall be responsible for the safety and protection of the underground facilities
during installation of the new water and sewer infrastructure.
F. The County will perform the as-built survey plans for the project. The
Contractor shall provide the County with "redline" markups of the
Construction drawings showing specific changes and locations of features that
cannot be located by a land surveyor.
G. The Contractor is required to obtain a Land Disturbance permit from
Spotsylvania County.
H. The Contractor is required to obtain a VDOT construction permit.
I. Spotsylvania County Land Disturbance permit and VDOT permit to be
obtained by the Contractor.
J. All existing utilities shown are located according to the information available
to the Engineer at the time the drawings were prepared and have not been
independently verified by the Owner or the Engineer. Guarantee is not made
that all existing underground utilities are shown or that the location of those
shown are accurate. The locations shown are for bidding purposes only.
Finding the actual location of any existing utilities is the Contractor’s
responsibility and shall be done before he commences any work in the
vicinity. Furthermore, the Contractor shall be fully responsible for any and all

damages due to the Contractor’s failure to exactly locate and preserve any and
all underground utilities. The Owner or Engineer will assume no liability for
any damages sustained or cost incurred because of the operations in the
vicinity of existing utilities or structures. Nor for temporary bracing and
shoring of same. If it is necessary to shore, brace, swing, or relocate a utility,
the utility company or department affected shall be contacted by the
Contractor and their permission obtained regarding the method to use for such
work.
K. This plan does not guarantee the existence, non-existence, size, type, location,
alignment or depth of any or all underground utilities or other facilities.
Where surface features (manholes, catch basins, valves, etc.) are unavailable
or inconclusive, information shown may be from utility owner’s records
and/or electronic line tracing, the reliability of which is uncertain. The
Contractor shall perform whatever test excavation or other investigation is
necessary to verify tie-in inverts, locations and clearances, and shall report
immediately any discrepancies to the Engineer. Utility companies shall be
notified 48 hours in advance of any excavation in the proximity of their
utilities. The Contractor shall be responsible for repairing at his expense any
existing utilities damaged during construction.
L. It is the Contractor’s responsibility to contact the various utility companies
which may have buried or aerial utilities within or near the construction area
before commencing work. The Contractor shall provide 48 hours minimum
notice to all utility companies prior to beginning construction. The indicated
existence, or non-existence, of a particular utility should in no way limit the
utility companies which the Contractor may wish to notify.
M. The Contractor is responsible for coordinating relocations and installations of
franchise utilities necessary for on- and off-site construction. Prior to any
construction, the Contractor shall contact the appropriate representative for
each franchise utility company to ensure that all conduits, service lines, pads,
etc. are installed and constructed to meet or exceed all requirements and
standard specifications of each franchise utility company. Franchise utility
items shown on the following plans are meant to represent general franchise
utility requirements and to assist in the contractor bidding process.
N. Contractor shall coordinate with franchise/private utility companies such as
gas, electric, telephone, cable & tv for services.
O. Contractor shall conform to the "Overhead High Voltage Line Safety Act”
(effective July 1, 1989 and as amended) and shall contact the necessary
authorities prior to start of construction.
