Addendum #2 to Information for Bid No. 24-35-TS is issued in accordance with the IFB Terms &
Conditions and is intended to provide additional information and clarification to Bidders.
Addendum #2 consists of three (3) item(s) which are listed below, attached hereto and made a part
hereof to IFB No. 24-35-TS.
ITEM 1 – Changes to IFB
1. CHANGE Bid Due Date and Time to March 19, 2024 at 2:00 p.m.
2. ADD – Attachment B – Revised Bid Forms
3. ADD – Appendix A – SP302-00120-00 (VDOT Special Provision for Jack and Bore)

D, attached hereto to this addendum.
4. ADD – to Appendix B – Environmental Permit Conditions the following attached hereto

5. ADD – CLARIFICATIONS
i. The geotechnical report prepared by Schnabel Engineering, dated March 15,
2023, provided with Addendum #1, has been provided for informational purposes
only and is not considered a contractual document. The geotechnical engineering
report has been prepared for the design team’s use for development of the contract
plans and specifications. Bidders must form their own opinions regarding the
character of the materials to be excavated and/or tunneled, requirements for
support of excavation and dewatering and put their own interpretations on the
boring information.”

ii. Per Specification Section 02300 (Earthwork) Paragraph 3.4.A, all excavation is
considered unclassified.
ITEM 2 – Q & A
1. Specs for Steel Casing calls out A53B but Drawings call out A139B will you accept either
or?
RESPONSE: Yes. Both ASTM A139 and ASTM A53 steel are acceptable for the jack
and bore and microtunnel casing pipe.
2. Specs also call out .500W Thickness for 36 and 60” Steel Casing, Drawing also calls out
.500W but Notes says Wall Thickness for 36” to be .625W and there is no mention of Wall
thickness for 60” – Do we offer both items as .500W?
RESPONSE: The minimum wall thickness for both the 36” and 60” steel casing pipes is
0.5”. The Contractor is responsible for confirming that the casing can handle the
installation loads and shall increase the thickness if necessary.
3. Does this Project require buy American?
RESPONSE: No
4. Will County pay for Materials stored on site?
RESPONSE: See Section 10.5.4 of the IFB
5. Will County accept A252 GR2 or GR3 in Lieu of Steel Casing Specs as the pipe does not
need a Hydro Test since it is used in a structural nature?
RESPONSE: For bidding purposes, only ASTM A139 and ASTM A53 steel are
acceptable for the jack and bore and microtunnel casing pipe.
6. On Tunnel Steel Casing it calls out 60” ID W./.500W. This Pipe is not available. Do you
want 60” OD W/.500W?
RESPONSE: 60” OD 0.5” thickness steel pipe is acceptable, as long as the other
requirements in the contract documents can be satisfied for the installation of the pipe.
7. Is the Installation of the carrier pipe inside the 60” casing installed by microtunneling
included in Bid Item No. 5?
RESPONSE: No. The carrier pipe within the 60” casing pipe is included in Bid Item No.
3.
8. The “Concrete or Steel Encasement Pipe Detail” note 1, on sheet D-4, 25 of 34 calls for a
minimum wall thickness of 0.0625” for 24” thru 42” diameter casing. In section 02425,
part 2.1.A.3, a minimum wall thickness of 0.500” is allowed. What is the minimum wall
thickness allowed for the 60” casing for microtunneling?
RESPONSE: The minimum wall thickness for the 60” casing pipe is 0.5”. The Contractor
is responsible for confirming that the casing can handle the installation loads and shall
increase the thickness if necessary.
9. Section 02425, part 2.1.A.3 calls for the casing to have a nominal ID of 60”. 60” OD casing

is more common and MTBM equipment is sized for 60” OD casing. It would be expensive
to modify the MTBM for 61” OD casing. Will 60” OD casing be allowed?
RESPONSE: 60” OD 0.5” thickness steel pipe is acceptable, as long as the other
requirements in the contract documents can be satisfied for the installation of the pipe.
10. Section 02425, part 2.1.A.1 calls for the casing joints to be fully welded. Would an
interlocking watertight joint manufactured by Permalok be allowed?
RESPONSE: Permalok is considered an approved equal as long as all material and design
requirements are achieved or exceeded and a watertight seal is provided.
11. Does the annular space between the 60” casing installed by microtunneling and the carrier
pipe get backfilled with grout?
RESPONSE: No. The annular space between the casing pipe and the carrier pipe is not
to be filled.
12. Section 02425, part 2.1.B calls for the carrier pipe to be installed using stainless steel casing
spacers. Is timber skids as shown in the “Concrete or Steel Encasement Pipe Detail” on
sheet D-4, 25 of 34 allowed for installing the carrier pipe inside the 60” casing installed by
microtunneling?
RESPONSE: No. Casing spacers are required for both the jack and bore and microtunnel.
13. Please note that Contract Item No. 4 - 36” Steel Casing by Jack & Bore represents 36”
Steel Casing installed by Jacking and Boring methods, however, a significant quantity of
36” steel casing is to be installed by open cut. Note that there is no payment item for 36”
Casing to be installed by open cut. Please be advised the installation of that casing by
Jack & Bore is significantly different than installation by open cut with substantial costs
variations. Also, the installation by open cut is a “Self-Performed” item, while the
installation by Jack & Bore is performed by a specialty Sub-Contractor. Considering the
above, we are requesting that separate contract pay items be provided for the 36” Casing
to be installed by open cut.
RESPONSE: See attached Attachment B - Revised Bid Form and Measurements and
Payment specification. Bid Item No. 34 has been added to cover the steel casing pipe to
be installed by open cut excavation. The quantity for Bid Item No. 4 has been revised
accordingly.
14. Item 4: indicates Jack & Bored 36” Steel casing pipe, but there is only one location to be
bored (Sta 16+00) and runs 41ft only.
Response: See attached Attachment B - Revised Bid Form and Measurements and
Payment specification. Bid Item No. 34 has been added to cover the steel casing pipe to
be installed by open cut excavation. The quantity for Bid Item No. 4 has been revised
accordingly.
15. There is no bid item for 36” Steel casing pipe with concrete encasement (Open cut). The
scope is different than item 4.

16. Note that the bedding detail provided in the project plans (shown below for ease of
reference) states that bedding is not required for “pressure pipe installations”. However,
the geotechnical report states that:
Please confirm that bedding should consist of 6” below pipe to the spring line.
RESPONSE: 6” of gravel below the pipe is required in paved areas, but not in unpaved
areas that are not subject to vehicular traffic, unless the ground is saturated or soil
conditions are poor.
