Notice is hereby given that Natrona County Board of County Commissioners is soliciting qualifications and proposals from interested firms until March 6, 2024 at 4:00 pm for Commissioning services for the one story, 35,000 sf new facility at 12th and Conwell Streets in Casper, Wyoming, to be operated by the Casper-Natrona County Health Department. The scope of Commissioning Services is as follows:

  • General Services
  • Design and Construction Document Services
  • Construction Development Services
  • Warranty Period Services
  • Additional Services

CASPER - NATRONA COUNTY HEALTH DEPARTMENT BACKGROUND
The Casper - Natrona County Health Department has been serving Natrona County since 1954. Currently
there are 30-40 employees with capacity for more. The Health Department operates over 20 state and federal
grants with funding support from both the city and county. We have two public facing services in our Disease
Prevention Clinic and Environmental Health while the rest predominately work in the community. The current
building was and continues to be significantly inadequate for the needs and services to the public. During
COVID, a best practice was observed with the ease of Drive Thru testing and vaccination clinics and will be a
crucial element for the new building. There are vast storage requirements of supplies, vehicles, and trailers.
Training rooms well serve as a key component in education of staff, public and use with community partners.
The purpose of the facility is to provide quality health services and guidance to protect the health and safety
of the public in Casper and Natrona County. The new and expanded CNCHD facility will host community
services, such as HIV case management, maternal and child health, community health improvement
planning, and Mobilizing for Action through Planning and Partnerships (MAPP) which is a community-driven
strategic planning process, as well as clinical services, such as immunizations, tuberculosis testing and
control, family planning, and sexual health and sexually transmitted infection testing and control. The facility
will also house community education programming, such as CPR & First Aid Classes, community sexual
health education, cancer prevention, community prevention, planning for parenthood, Wyoming AIDS
Education, public food safety education, and preparedness resources. Finally, the new CNCHD facility will
also house the CNCHD Environmental Health Division, which serves as the regulatory arm of the health
department. The Division is responsible for the licensure and inspection of food service establishments
(including mobile units and temporary food events), commercial lodging, campgrounds, daycares, swimming
pools/spas/aquatic facilities, and tattoo/body art establishments. Environmental Health is also responsible for
the regulatory oversight of small wastewater systems in Natrona County through a delegation agreement with
Wyoming Department of Environmental Quality (WY DEQ).
The Casper and Natrona County public will benefit from the new CNCHD facility, which will enable CNCHD to
improve and expand the above-listed services it provides to the community. Safe pedestrian, bike, and transit
access and new parking for the facility will help to ensure equitable access to services for community
members.
PROJECT OVERVIEW
The Project will be located at the Northeast Corner of East 12th Street and South Conwell Street in Casper,
Wyoming. The Project Owner is Natrona County. The Project Architect is MOA Architecture. The mechanical /
electrical consultant is Engineering Design Associates (EDA) in Casper.
The Project will consist of a new, approximately 35,000 square foot, single story, Casper – Natrona County
Health Building located on approximately 8.5 acres. The new Health Department building will be home to
administrative, counseling, and education services for a clinic, environmental health, adult health, community
prevention, maternal and child health services, emergency preparedness, and communicable disease
services.
The new construction will consist of excavation and backfill, drilled piers, concrete foundations, structural floor
with concrete fill on composite metal deck over an accessible crawl space, structural steel framing,
elastomeric roofing, brick masonry and stone veneer, aluminum framed curtain wall and storefront. Interior
finishes include but not limited to metal stud and gypsum board partitions, steel doors and frames, wood
doors, ceramic tile, porcelain tile, carpet, resilient flooring, gypsum board and acoustical tile ceilings, finish
carpentry and casework, and specialties. Security, audio/visual, HVAC, plumbing, fire protection, and
electrical systems will also be part of this construction.

1. SCOPE OF SERVICES:
i. GENERAL SERVICES
Commissioning Authority shall use usual and customary professional care and skill to:
A. Provide services that include commissioning of the following: mechanical systems, building
automation system (BAS), lighting and daylighting controls, plumbing systems, fire dampers,
emergency backup power systems, and acceptance testing (electrical). Also provide building
envelope commissioning services.
B. Consult, to the extent required by the Owner, with authorized employees, agents, and/or
representatives of the Owner, relative to the design, construction, and commissioning of the
Project.
C. Cooperate with other consultants or contractors employed by the Owner for the design,
construction, or installation of other work related to the Project.
D. Review documents identifying the Owner’s Project Requirements (OPR) and the Basis of
Design (BOD) for the project and other documents furnished to the Commissioning Authority,
and advise the Owner whether such data is sufficient for purposes of developing a
commissioning plan and schedule, or whether additional data is necessary before the
Commissioning Authority can proceed with the commissioning plan, or define with specificity
what additional documents or data is required by the Commissioning Authority.
E. Contract for or employ at Commissioning Authority's expense, consultants to the extent it
deems necessary, for the commissioning of the Project. Commissioning Authority shall submit
for approval by the Owner, consultants for each professional element of service of the Project.
Nothing in the foregoing procedure shall create any contractual relation between the Owner and
any consultants employed by Commissioning Authority under the terms of this Agreement.
F. Designate a principal or member of the Commissioning Authority's staff satisfactory to the
Owner as the Project Manager who shall, so long as their performance continues to be
acceptable to the Owner, remain in charge of the Commissioning Authority’s services for the
Project from beginning of design through completion of construction and warranty.
G. Assist the Owner in fulfilling requirements and contingencies set forth or required by appropriate
authorities and agencies whose interest bears on the design, construction, and operation of the
Project.
H. Abide by all regulations imposed by funding sources or governmental agencies, such as
auditing requirements, payroll affidavits, and other documentation or verification.
I. The Commissioning Authority's professional services shall be consistent with sound
Commissioning Authority practices and shall incorporate those federal, state, and local laws,
regulations, codes, and standards that are applicable at the time the Commissioning Authority
renders services. In the event of a change in laws, regulations, et. al., of which, the
Commissioning Authority shall inform the Owner of the change and its impact on work already
performed or to be performed, fees and costs involved, and scheduling. If either the Owner or
the Commissioning Authority believes the change requires a renegotiation of the Agreement,
both parties will negotiate an Amendment to the Agreement promptly and in good faith.

If an Amendment to the Agreement cannot be agreed to, either party may terminate this
Agreement in accordance with the provisions of this agreement.
ii. DESIGN AND CONSTRUCTION DOCUMENT SERVICES
Upon receipt of written authorization by Owner to proceed with the Design Phase, the
Commissioning Authority shall use usual and customary professional care and skill to:
A. In consultation with designated persons, receive from Owner the Owner’s project requirements,
Basis of Design, and other requirements for the Project.
B. Conduct commissioning design review of the Owner’s project requirements and the Basis of
Design and provide written response to the Owner indicating the data or project requirements
that must be clarified, or in the opinion of the Commissioning Authority, may or cannot be
fulfilled by a commissioning plan. The Basis of Design may be changed by the Owner as
necessary to maintain the project alignment with the approved project budget.
C. Prepare a Commissioning Plan based upon the systems to be commissioned, commissioning
process and project schedule. The Commissioning Plan may include a description of the
objectives of the systems commissioning; listing of building components or systems to be
commissioned; the integration of components and systems to be commissioned; a list of
participants and their roles or responsibilities; an outline of the management structure;
implementation plan including an installation completion matrix, custom functional test
procedures to test components and systems in all modes, custom integrated functional test
procedures for interactive response of components and systems to key failure events,
commissioning schedule, reporting formats, details related to design reviews, and design
review schedule.
D. Review the design of systems to be commissioned for the purpose of determining if the
systems as designed will achieve the Basis of Design. The Commissioning Authority’s review
shall be made with such promptness as to cause no delay in the activities of the Owner or
Owner’s consultants. Sufficient time shall be allowed for a complete review. Upon completion
of the review, the Commissioning Authority shall provide the Owner and Owner’s consultants
with written comments and recommendations. The Commissioning Authority shall back-check
the review comments in the subsequent design submissions.
E. Reviews of the design documents shall be conducted at the 100% Design Development
documents phase. Reviews of the 50% and 95% Construction Documents shall also be
conducted.
F. Reviews of design shall include, but not be limited to: design of building components or systems
for energy performance, building envelope systems, renewable energy, refrigerant
management, outdoor air delivery placement and monitoring, appropriate ventilation, indoor
chemical and pollutant source control, controllability of systems, thermal comfort, and water use
efficiencies as applicable to the Project. Measurement and Verification services shall include
review and verification that required metering capability is included in the design.
G. Prepare and submit for Owner approval commissioning specifications to be included in the
Construction Documents. The commissioning specifications should define the construction
contractor’s responsibilities and should include, but not be limited to: the systems to be
commissioned, detailed check lists, test procedures, required test results, system readiness
testing, equipment submittals, operations and maintenance manuals, personnel training, and

warranty requirements. Commissioning Authority shall assure the measurement and
verification metering capability is included in the Contract Documents.
H. Prepare and submit for Owner approval, building envelope commissioning specifications.
Building envelope commissioning specifications shall include requirements for the execution of
the following building envelope tests:
01. ASTM E779 – Standard Test Method for Determining Air Leakage Rate by
Fan Pressurization
02. ASTM E783 – Standard Test for Field Measurement of Air Leakage
Through Installed Exterior Windows and Doors
03. ASTM E 1105 – Standard Test Method for Field Determination of Water
Penetration of Installed Exterior Windows, Skylights, Doors and Curtain
Walls by Uniform of Cyclic Static Air Pressure Difference
04. ASTM C1060-90 Standard Practice for Thermographic Inspection of
Insulation Installations in Envelope Cavities of Frame Buildings
Commissioning Authority shall recommend for Owner consideration the inclusion of additional
ASTM building envelope tests the Commissioning Authority believes to be appropriate for
effective commissioning of the building envelope.
iii. CONSTRUCTION DEVELOPMENT SERVICES
Commissioning Authority shall provide the following Construction Development Services; the
construction development services shall consist of the following three phases:
A. BIDDING PHASE
Upon solicitation of bids by Owner, Commissioning Authority shall use usual and customary
professional care and skill to:
01. Review simultaneously with the Owner’s consultants, contractor submittals requesting
changes to the Contract Documents and interpretations of Construction Documents and
assist Owner and Owner’s consultants in the issuance of addenda and clarification
documents, as required.
B. CONSTRUCTION PHASE SERVICES
The Commissioning Authority, upon award of the construction contract by the Owner, shall use
usual and customary professional care and skill to:
01. Provide all of the administration services required by the commissioning sections of the
Contract Documents.
02. Promptly interpret, when necessary, the commissioning portions of the Contract
Documents and furnish to the Owner and Owner’s consultants one copy in reproducible
form of all clarification and other documentation required. Such interpretations shall be
consistent with the intent of and reasonably inferable from the Contract Documents.
03. Without additional cost to the Owner, make all revisions and changes to the commissioning
portion of Contract Documents as directed by the Owner to correct errors, deficiencies,
conflicts, or omissions.
04. Update the Commissioning Plan based upon changes occurring during the bidding or
negotiation phase.
