Description
This Request for Proposals (the 'RFP') is an invitation by the Province of Nova Scotia (the 'Province') on behalf of the Department of Municipal Affairs and Housing (DMAH) to prospective consulting firms to submit proposals for the provision of a Municipal Stormwater Needs Assessment, as further described in the RFP Particulars (Appendix D) (the 'Deliverables'). This RFP is being conducted pursuant to the Nova Scotia Sustainable Procurement Policy and Procurement Manual.
The Departments of Municipal Affairs and Housing and the Department of Environment and Climate Change (ECC) are partnering to undertake a project aimed at improving stormwater management at the municipal level. The deliverables and outcomes from this RFP will inform how the Province works to support Municipal stormwater management planning. The project's high-level goals include decreasing the percentage of properties at risk of pluvial flooding, improved municipal stormwater management planning, expanding greened stormwater practices, and supporting resilient stormwater systems that are adaptive to climate change.
The Municipal Stormwater Management Project (MSMP) is a multiphase project that involves: an assessment of municipal Stormwater Needs, the preparation of a stormwater management Guidance Document for municipalities, and the delivery of Program for directing Provincial Funds toward municipal initiatives that improve Stormwater Management Planning. This RFP is for Phase One of the Stormwater Management Project - an assessment of municipal stormwater needs.
The DMAH is seeking proposals from qualified consulting firms to conduct a comprehensive Storm Water Management (SWM) Needs Assessment. Cost of acquiring documents: Not Applicable
Terms of payment for acquiring documents: Not Applicable
