Description

1.This RFP is open to pre-qualified firms only. Proponents are invited who have been pre-qualified based on specific information previously submitted through The City’s Prequalification for Engineering and Architectural Consultants RFPQ 06-006. Proposals will only be considered from proponents that have achieved a pre-qualified status in the following discipline(s): System Hydraulic Analysis

2.The City of Calgary requires a qualified engineering consulting firm with solid stormwater drainage knowledge and experience to provide services for a storm pond restoration.
The Duck Pond 1WP (Duck Pond) is located in the southeast quadrant of the City of Calgary and was constructed around 1975. The pond was intended to improve the quality of the storm runoff from the neighboring commercial/industrial developments before the runoff discharges to the Western Headworks (WH) Canal. With today’s standards, the facility is significantly undersized to service its drainage catchment. The 2015 Condition Assessment Program for Stormwater Management Ponds Appendix E Duck Pond (1WPA) by CH2M Hill which included bathymetric survey, sediment sampling, riparian health and aquatic vegetation assessment and slope stability assessment indicated the facility may not be providing the level of service as intended. Also the escarpment north of the facility shows cracking near the toe. The facility needs to be restored for its intended function as well rehabilitated to provide a safe environment for the operation maintenance staff and the public.
This project anticipates the following Phases:
Phase 1. Evaluate the function and performance of the existing facility in relation to current requirements to stormwater ponds. Apply current stormwater knowledge and technology to restore the facility. Identify improvement/restoration/modification options that will result the most equitable water quality improvement and discharge rate. Assess the stability of the hillside slopes.
Phase 2. Provide engineering services for preliminary design, detailed design, construction procurement, construction administration and construction inspection services for the restoration of the facility.
3.This procurement process is not intended to create, and, will not create, a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
