TITLE: CCGS G. Peddle S.C. Dry-Docking Refit

SECURITY
There is no security requirement for this procurement.

DESCRIPTION:
The Department of Fisheries and Oceans has a requirement for the dry-docking refit of the CCGS G. Peddle S.C., as detailed in Annex A - Statement of Work.
Potential bidders requiring a copy of the complete technical data package are to submit an email request directly to the Contracting Authority.
The sourcing strategy relating to this procurement will be limited to suppliers in the area of origin (Eastern Canada) of the vessel in accordance with the Shipbuilding and Repair Procurement Policy.
The CCGS G. Peddle S.C. does not have an ice class and therefore is unable to transit through areas expected to contain ice. As a result of forecasted ice conditions in the St. Lawrence Seaway, the Gulf of St. Lawrence, the Northumberland Strait, Eastern Labrador and Northern Newfoundland during the refit period; this procurement will be geographically limited to bidders outside of these areas.

WORK PERIOD:
Start: 10 January 2023
End: 7 March 2023

The vessel will be unmanned during the work period and will be considered to be out of commission. The vessel during that period will be in the care or custody of the Contractor and under its control.

Bidders' Conference:

A bidders' conference will be held via teleconference on November 22, 2022. The conference will begin at 1:00 PM AST.
Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance and obtain teleconference login details. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than 3 working days before the scheduled conference.

Site Visit
Arrangements have been made for the site visit to be held at Bedford Institute of Oceanography in Dartmouth, Nova Scotia on November 22, 2022. The site visit will begin at 09:00 am AST.
Bidders must communicate with the Contracting Authority no later than 5 working days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend.
Bidders who do not confirm attendance, provide the name(s) of the person(s) who will attend, or who do not complete and submit the above certification as required will not be allowed access to the site.

BID SUBMISSION REQUIREMENTS:
Suppliers are encouraged to submit bids electronically using the Canada Post Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Bidders can also submit via FAX. No hardcopy bid submissions are permitted.

Trade agreement Exemptions:
A. The requirement is exempt from the provisions of the Comprehensive Economic Trade Agreement, as per Annex 15A, Section e, Note 1c
B. WTO-AGP: The requirement is exempt from the World Trade Organization Agreement on Government Procurement based on literature found in Annex 5 ( Canada General Notes Section, listing exemptions).
C. The requirement is also exempt from the following Canada applicable trade agreements based on literature contained within the agreements relating to exclusions:
CPTPP (Chapter 15, Annex 15A Section G), Canada-Ukraine (Chapter 10-Annex 6), Canada-Peru (Chapter 14 - Annex 1401.01-6) , Canada-Korea (Chapter 14 - Annex 14-e), Canada-Columbia (Chapter 14 - Annex 1401.01-6), Canada-Panama ( Chapter 16- Annex 7), Canada-Chile ( Part 3, chapter K bis -Annex K bis-01.1-6) , Canada-Honduras (Chapter 17- Annex 17.6)
This requirement is exempt from the Canadian Content Policy as per paragraph b (ii) (D).
