Description of the Requirement:
Public Safety Canada (PS) has a requirement for a contractor to assess the Government Operations Centre (GOC) Program’s organization structure, processes and business delivery model. Then the requirement is to research best practices, alternative organizational structures and delivery models from provincial, federal and international emergency management organizations and to prepare a report outlining options and recommendations to how to ensure the efficient and effective delivery of the GOCs mandate while also meeting the evolving needs of the future emergency management environment in Canada.
Public Safety intends to award one contract.
Only selected Task and Solutions Professional Services (TSPS) SA Holders currently holding a TSPS SA under the series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement process. In no circumstance will such an invitation require Canada to extend a bid closing date.
SA Holders that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid. Any joint venture must be already qualified under the series as that joint venture at the time of bid closing in order to submit a bid.

Proposed period of contract:
The Work is to be performed from the date of contract award to March 31, 2024, inclusively.
The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to one additional two-year period under the same conditions.
