interested in the entire bid package, it may be picked up for no cost from the Township
Purchasing Office, Township of Randolph, 502 Millbrook Avenue, Randolph, NJ 07869
after leaving necessary contact information OR by sending an email to
luhl@randolphnj.org with all of the following REQUIRED information: (1) Contract #(s),
(2) Company Name, (3) Complete Company Address, (4) Company Phone #, (5) Company
Fax #, (6) Contact Person Name, (7) email address. Upon receipt of ALL required
information, the full bid package will be emailed. Only those bidders picking up
packages or contacting the MCCPC directly and providing the necessary information will
be provided with any addenda that are issued in accordance with N.J.S.A. 40A:11-23c.
Failure to acknowledge receipt of any addenda that may be issued may result in the
rejection of the bid.
Bids shall be submitted in a sealed envelope bearing the name and address of the bidder and

All bids must be submitted on the Bid Proposal Form and must conform to the specifications, terms and
conditions for a fair and open contract, all of which are contained therein.
Bidders must review the bid specifications for any applicable bonding requirements. Where required, bids
must be accompanied by a certified check, bid bond or cashier’s check payable to the Township of Randolph
in the amount specified in the bid documents. Bids for contracts that require a Performance Bond must also
contain a Consent of Surety.
Bidders must have any and all required approvals, qualifications, certifications, and/or licenses necessary to
perform the services or provide the products as contained in the bid specifications.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.

CONTRACT #25: JANITORIAL SUPPLIES

BID SPECIFICATIONS
THE FOLLOWING ARE MINIMUM SPECIFICATIONS WHICH MUST BE MET OR EXCEEDED.
This is an Open-Ended contract, meaning all items are specified with an estimated quantity. THIS IS
NOT A REQUIREMENTS CONTRACT. There is no obligation to purchase that quantity during the
contract period, and the actual quantity purchased by members of the Morris County Cooperative
Pricing Council (MCCPC) may vary. Members of the MCCPC are not required to purchase exclusively
from the awarded vendor(s).
All quantities may be more or less than estimated. The successful vendor cannot establish a minimum order
requirement. However items must be ordered by the packaging as noted on the Bid Proposal Form (ex., case,
drum, pack, etc.). The MCCPC will allow the quantities per package bid to be no more than 10% greater
than the quantity specified by the MCCPC.
The estimated quantities listed on the Bid Proposal Form are total quantities anticipated, not total quantities to
one location.
For all categories, bidders shall only bid one brand/manufacturer per line item. Multiple brands/
manufacturers listed for a single item will result in the rejection of the bid for that item.
Prices are to remain firm for the term of the contract with no exceptions.
Delivery Locations (if applicable): To participating members of the MCCPC at various locations specified at
the time of ordering, FOB Destination, Freight Prepaid.
Bidders are not required to bid on all items.
CATEGORIES:
Cat. A: Cleaners, Deodorizers and Special Purpose Items
Cat. B: Utility Products
Cat. C: Paper and Related Items
BIDDERS TO SPECIFY DELIVERY DAYS AFTER RECEIPT OF AN ORDER UNDER EACH CATEGORY ON
THE BID PROPOSAL FORM. Bidders failing to stipulate a guaranteed delivery date will be held to
delivery within five (5) business days after receipt of order. Delivery time is not factored into the calculation
to determine the successful bidder.
Note: All materials ordered from the successful bidder by the membership must be delivered inside the building
of the agency ordering the materials and be exclusive of all federal, state or local taxes, from which members of
the MCCPC are exempt, where applicable.
Specific product information is indicated on the Bid Proposal Form.
1. For all categories, in some instances the MCCPC is requesting brand-specific items and “generic” items on
separate lines. When bidding on those brand-specific line items, if there is more than one brand listed, the

bidder is to indicate WHICH brand OF THOSE LISTED he is bidding. For “generic” items, the bidder is to
indicate the brand/manufacturer he is bidding as well as the information requested in the “Bidder to Indicate
….” column for each item (manufacturer’s number, product size, quantities per container/case/box, etc.).
2. For any item in Category A where bidders are offering a generic, the bidder MUST indicate the brand/
manufacturer they are bidding as well as provide with the bid proposal product details in a 1-page
printout from the manufacturer.
For Categories B and C where no brand/manufacturer is indicated, bidders MUST indicate the brand/
manufacturer they are bidding and provide with the bid proposal the product details in a 1-page
printout from the manufacturer. For those items where a brand/manufacturer is indicated, if no
“equivalent” brand/manufacturer is listed by the bidder it will be an indication that the bidder is
bidding on the indicated brand/manufacturer.
It is the responsibility of the bidder to provide the information as requested. The MCCPC will not be
responsible for researching the item for compliance. Items that cannot be verified with the information
provided by the bidder will be rejected. Bids for generic and equivalent items for which no printout is
provided will be rejected.
If the MCCPC does not specify a brand/manufacturer and the bidder does not provide a brand/
manufacturer, the bid for that particular item will be rejected as non-responsive.
3. Exceptions: Any exceptions to the specified brand name or to the specified sizes, weights or packaging,
shall all be indicated on the Bid Proposal Form on the “Brand Name, Mfg. #” lines. If the product being bid
does not differ from the specification, no entry on this line will be construed as a bid on the specified brand
and with specified packaging.
Bidders may be required to provide samples for each of the items specified within three (3) business days of
request by the MCCPC, otherwise bid may be rejected. Samples provided must be the exact item that the
bidder bid and must meet or exceed the specifications.
4. Dispensers: Any dispensers required for liquid soap, towels, toilet seat covers, and the like shall be supplied
by the successful bidder at no additional cost to the agencies for the duration of the contract period.
Dispensers shall become the property of the MCCPC member at the end of the contract period.
5. Safety Data Sheets for chemical products within the categories are not required to be submitted with the bid
proposal at the time of the bid opening; however Safety Data Sheets for all chemical products awarded
within the categories must be supplied by the vendor to the MCCPC member agency ordering the
chemical product(s) at the time of product delivery.
6. Spray Bottles: If a product is packaged or marketed as a spray bottle and the product is purchased in bulk
or by the case, ALL bottles must either have the spray apparatus or a spray apparatus for each bottle that
does not have one must be provided at no additional cost.
Bidders shall take the current and possible future supply chain cost impacts and inflation into account
when putting their bid pricing proposal together. The MCCPC will not entertain requests for price
increases during the awarded contract term.
Award of Contract:
The MCCPC will award one contract per line item to the lowest responsive, responsible bidder based upon the
lowest unit price. However, whenever an item specifies that it must be compatible with another item (for
example, Items #30 and #31 in Category A), the award for those items will be made to the one responsive,
responsible bidder who provides the lowest combined aggregate total price for those items.
In instances where the “unit” quantity or weight are not equivalent, the MCCPC reserves the right to award the
contract based upon the lowest price per unit quantity (e.g., tissue, ounce, sheet, towel, etc.). If necessary, for
