Because of addendum 1 & 2 can you update bid form to reflect changes? The are unit changes on addendum 1. You have other changes on addendum 1 & 2 but not separated on the bid form per zone.

Someone asked a question on bonding, and I want another clarification.
If you want to bid multiple zones that equal a total of $8,000,000 but your bonding capacity is $4,000,000, would bid bond be for $4,000,000?
On the bid form it says check the box for the number of work zones you request with one box that states Maximum Allowable Under Bonding Capacity. If we check the Maximum box, then I would think our bid bond be the $4,000,000 since that is all we would be awarded even though we bid $8,000,000. This allows for the city to receive more bids per zone.

Yes, the bid bond should be for the bidder's maximum bonding capacity to allow for greater flexibility to the City when awarding the zones.

Can you make a line item where we can prioritize what zones we would prefer to be awarded and in what order until we reach bonding limit?

Zones will be awarded as in the best interest of the city. Preference for specific zones can be added to the bid schedule. However, as a reminder these are emergency repairs due to hurricane Ian and the City will direct the order that zones are assigned and completed.

The city has elected not to extend the Solicitation due date and time, at this time due to the emergency need of the work under this project. Extensions will only occur should there be an insufficient number of responses directly preceding the Solicitation due date and time for opening, per FEMA guidelines.

In reviewing the quantity listed in the bid form, two line items seem to be excessive in their estimated quantities, specifically, New Deadman (Item 5) and Additional Fill Material (Item 6).
The 2017 project did not require nearly these quantities. The listed quantities could unnecessarily inflate the overall price and therefore could adversely affect a company's maximum bonding capacity to do base work. May I suggest reviewing the estimated listed quantities for these two line items.

The City has elected to make "NO" changes to the estimated quantities at this time. When estimating the quantities, many factors were considered, for instance, in the NW1 zone there is over 1,200 LF of HIGH priority seawall with severe erosion (none of the existing deadmen at these sites can be utilized and fill material will be also be needed outside of the limits of construction). As a reminder, there is a limited supply of fill material available at the spoil site which will be used on a first come/first serve basis, it is anticipated that the Contractor(s) will have to supply much of their needed fill material.

ince the 2017 project, COPG adopted updated standards based on recommendations from a Seawall Study completed in 2019. Please refer to Exhibit F2022112E3 "Waterfront Development Standards" for details.

SOV item #8 “Additional Rip Rap Material” states “in additional to the above line item 4 lineal foot price.” I assume that should read “above line item 7 lineal foot price.’’ Also, please confirm that SOV item #7 does not include any additional rip rap material, as that is covered in SOV item #8.

For all zones, SOV items 1, 2, and 3 all state “inclusive of labor, equipment, non-seawall panel materials, tiebacks and dead men… in place” and SOV item #5 is for the installation of new dead men. Can you please clarify that SOV items 1, 2, and 3 only include welding new #5 tie-back bars to the existing tie-backs only.
