RTC desires to deploy an Intersection Advanced Analytics System using artificial intelligence (AI) to collect traffic data and provide insight into intersection operations and safety as part of the USDOT FY 22 SMART Grant: Safer, Smarter, Faster. The project intends to utilize existing camera feeds available from RTC FAST and utilize artificial intelligence and machine learning to gain insights into near miss incidents, involving pedestrians, bicyclists, and vehicles, particularly with transit and emergency vehicles, red light running occurrences, traffic volumes and performance of signalized intersections. Collected data and analytics should be made available through a web-based platform accessible by RTC and indicate rates and severity of incidents.

A letter of transmittal signed by an authorized representative of the Consultant and addressed to the designated RTC
Purchasing Representative, Regional Transportation Commission of Southern Nevada, 600 S. Grand Central
Parkway, Las Vegas, Nevada 89106, and at a minimum must contain the following: a. Identification of the offering
Consultant, including name, address, Tax ID number, telephone and fax number of each Consultant; b. Proposed
working relationship among offering Consultants (e.g., prime-subcontractor), if applicable; c. Acknowledgment of
receipt of RFP addenda, if any; d. Name, title, address, telephone and fax number and e-mail address of contact
person during period of proposal evaluation; e. A statement to the effect that the proposal shall remain valid for a
period of not less than 180 calendar days from the date of submittal; f. Copy of current business license; g. Signature
of a person authorized to bind the offering Consultant to the terms of the proposal; and h. Information must be
included in the order requested as indicated in the following sections.
Section 2 - Staffing Plan/Team Organizational Structure
(Attachment required)
The Proposer shall provide a description of the organizational structure and key personnel for the project. It should
include the following: 1. Identification of the proposed Project Manager and other key personnel (project staff) who will
be responsible, with resumes (limited to one page per person), describing their qualifications for each position and
references; 2. Description of the role and responsibilities of each of the key personnel; 3. Description of the project
team’s experience in working together on similar work; 4. Team organizational chart/structure.

Section 3 - Qualifications, Experience and Past Performance
(Attachment required)
The Proposer shall provide an explanation of their qualifications and experience including the Proponent’s business
history and years in operation. In addition, the Proponent shall complete a Corporate Reference Check Form found in
the ATTACHMENTS TAB with the following information: 1. Brief description of the Proposer’s business history and
number of years in operation; 2. Listing of the entities, public and/or private, for which the Proposer has provided
similar services and/or products in the last five years. It should also include the following: a. Description of the projects
listed and if applicable, the status of plan implementation with contact information; b. Indicate the total number of
intersection, location and type of central traffic system your solution is currently deployed and actively providing
intersection analytic reporting; c. Highlights of successful metrics/findings and lessons learned; d. Identification of any
termination action taken by an owner.
Section 4 - Overview of the Solution

The Proposer shall provide an explanation of the proposed work plan documenting an ability to perform the Scope of
Work. The Proposer should include the following: a. Project size, scope, data gathered, intended outcomes, and
duration; b. Description of equipment and supplies, or staffing resources needed on an implementation and ongoing
basis; c. Types of data or information the technology solution could consume and provide. Provide detail of data
formats available for RTC consumption; d. Provide examples of metrics currently available including examples of
reports available to the user; e. Provide overview of dashboard and graphical user interfaces to view and access data;
f. Any other information relative to the solution as required by the Scope of Work. g. Provide a brief response to the
following questions: 1. Is your system cloud-based? 2. Does your system collect data for intersection counts by lane
classification (i.e. vehicle, pedestrians, bicycles, etc.)? 3. Does your system collect data for near miss incident
frequency and rates involving pedestrians, bicyclists, and vehicles, particularly with transit and emergency vehicles?
4. Does your system collect data for speeds of road users? 5. Does your system collect data for red light running
frequency and rates by direction? Rates shall be provided each month of performance period. 6. Does your system
collect data for trajectory or path through the intersection by road users and per movement? 7. Does your system
collect data for wrong way drivers? 8. Does your system collect data for signalized intersection performance? 9. Do
you acknowledge that your company can adhere to Section D-10 of the Sample Contract? 10. Will the data be
capable of being pushed to the RTC via Application Programming Interface? 11. Will the system generate analytic
reports?
Section 5 - Support Needed from the RTC

The Proposer shall provide an explanation of support and resources and staff needed from the RTC for
implementation. The Proposer should include the following: a. Describe video feed requirements including resolution,
field of view, etc.; b. Staffing support from the RTC needed for implementation; c. Other resource support or access
needed from the RTC for implementation.

Each Proponent must submit the Federal Conditions forms (NGEM Attachments Tab) as part of the response and
document submission. The expectation is for the following forms to be submitted signed/acknowledged: • Federal
Conditions Certification and Restrictions on Lobbying – Form to acknowledge Federal Condition Clauses found under
NGEM Attachments Tab Must be completed and signed to be considered a responsive proposal. • McCain Act –
Representation Form must be completed and signed to be considered a responsive proposal.

Bid Attributes
1 Certificate of Insurance Acknowledgement
The Proponent hereby represents to the RTC and agrees to the following:
a) The Proponent will obtain a letter or memorandum from their insurance broker certifying that upon award of the contract, the
appropriate insurance will be obtained.
b) The Proponent will obtain a letter or memorandum from their insurance broker certifying that the appropriate coverage can be
obtained.
c) The firm will obtain the appropriate insurance and maintain it for the duration set forth in the contract.
d) The selected firm will provide the Certificate of Insurance within 10 days of being notified of selection to the RTC Purchasing
Representative.

2 Solicitation Proposal Acknowledgement
The Proponent hereby proposes and agrees to the following:
a) To be bound by all the terms, conditions and rules of procedure set forth in the Instructions to Proponents.

deadline set forth in the Contract unless extensions thereto have been granted by the RTC.
d) To provide the required bonds and insurance, as applicable, and to execute and return the required
