This study combines the update of the Transportation Element of the Master Plan and the Capital Improvement Plan. It should be noted at the outset, that Mesquite is already collecting a transportation impact fee on future development, so this study will re-evaluate and update those fees based upon the needed improvements to the system.


The Transportation Element includes maps illustrating the existing and planned roadway, bikeway, and transit networks. The adopted map works in conjunction with the written plan’s goals, policies, and actions.

Section 1 - Cover Letter (not considered in the page count)

A letter of transmittal signed by an authorized representative of the Consultant and addressed to the designated RTC
Purchasing Representative, Regional Transportation Commission of Southern Nevada, 600 S. Grand Central
Parkway, Las Vegas, Nevada 89106, and at a minimum must contain the following: a. Identification of the offering
Consultant, including name, address, Tax ID number, telephone and fax number of each Consultant; b. Proposed
working relationship among offering Consultants (e.g., prime-subcontractor), if applicable; c. Acknowledgment of
receipt of RFP addenda, if any; d. Name, title, address, telephone and fax number and e-mail address of contact
person during period of proposal evaluation; e. A statement to the effect that the proposal shall remain valid for a
period of not less than 180 calendar days from the date of submittal; f. Copy of current business license; g. Signature
of a person authorized to bind the offering Consultant to the terms of the proposal; and h. Information must be
included in the order requested as indicated in the following sections.
Section 2 - Staffing Plan/Team Organization Structure

The Proposer shall provide a description of the organizational structure and key personnel for the Mesquite Master
Transportation and Capital Improvement Plan Update. The Proposer should include: (a) Identification of the proposed
Project Manager and other key personnel (project staff), with resumes (limited to one page per person) describing
their qualifications (b) Description of the role and responsibilities each of the key personnel will play in the project (c)
Description of the project team’s experience working together on similar projects (d) Team organizational
chart/structure
Section 3 - Qualification, Experience, & Past Performance

The Proposer shall provide an explanation of their qualifications and experience including the Proponent’s business
history and years in operation. In addition, the Proponent shall complete a Corporate Reference Check Form found in
the ATTACHMENTS TAB with the following information: 1. Listing of the entities for which the Proposer has provided
similar services and/or products in the last five years. It should also include the following: a. Description of the projects
listed and, if applicable, the status of implementation b. Identification of the scope of services and/or products
provided c. Demonstration of meeting the schedule(s) and budget(s) for the projects listed
Section 4 - Work Plan

The Proposer shall provide a detailed work plan explaining actions to be performed to complete the Scope of Work,
documenting an ability to perform all tasks, develop quality deliverables. In addition to addressing the Scope of Work
and its Tasks, the Proposer is encouraged to highlight its approach to and/or process for addressing the following
Scope of Work components: a. Developing a Public Engagement Plan b. Convening stakeholders and soliciting
information and participation from them c. Compiling Data necessary for assessing the state of mobility with the study
area d. Summarizing past plans, policies and best practices e. Planning and executing a Walk & Bike Audit Plan f.
Analyzing existing conditions and gaps in the transportation network g. Recommending data-driven performance
measures designed to measure progress toward mobility goals. h. Synthesizing inputs and findings to generate a
comprehensive master transportation plan. i. Any other scope of work tasks not listed above.

The Proposer shall provide a description of their knowledge of: a. Transportation planning b. Capital Improvement

1 Certificate of Insurance Acknowledgement
The Proponent hereby represents to the RTC and agrees to the following:
a) The Proponent will obtain a letter or memorandum from their insurance broker certifying that upon award of the contract, the
appropriate insurance will be obtained.
b) The Proponent will obtain a letter or memorandum from their insurance broker certifying that the appropriate coverage can be
obtained.
c) The firm will obtain the appropriate insurance and maintain it for the duration set forth in the contract.
d) The selected firm will provide the Certificate of Insurance within 10 days of being notified of selection to the RTC Purchasing
Representative.
