Notes
The Regional Transportation Commission of Southern Nevada (RTC) is seeking proposals from Proponents to develop the Charleston Blvd. Transit Corridor Alternatives Analysis and assess transit alternatives along Charleston Blvd. from Pavilion Center Drive to Nellis Blvd., which is approximately 17 miles in length. The Alternatives Analysis will result in the selection of a locally-preferred alternative, and identification of the Minimum Operable Segment, along with enough known project information (cost, schedule, ROW, etc.) to quickly move forward into the next phase of project work: National Environmental Policy Act and preliminary engineering. In addition to evaluation and analysis, the corridor study will include extensive community outreach and engagement to identify the recommended transit vehicle technology, station locations, station design, lane configuration, and pedestrian safety improvements to be implemented in the corridor.

A letter of transmittal signed by an authorized representative of the Consultant and addressed to the designated RTC
Purchasing Representative, Regional Transportation Commission of Southern Nevada, 600 S. Grand Central
Parkway, Las Vegas, Nevada 89106, and at a minimum must contain the following: a. Identification of the offering
Consultant, including name, address, Tax ID number, telephone and fax number of each Consultant; b. Proposed
working relationship among offering Consultants (e.g., prime-subcontractor), if applicable; c. Acknowledgment of
receipt of RFP addenda, if any; d. Name, title, address, telephone and fax number and e-mail address of contact
person during period of proposal evaluation; e. A statement to the effect that the proposal shall remain valid for a
period of not less than 180 calendar days from the date of submittal; f. Copy of current business license; g. Signature
of a person authorized to bind the offering Consultant to the terms of the proposal; and h. Information must be
included in the order requested as indicated in the following sections.
Section 2 - Staffing Plan/Team Organization Structure

The Proposer shall provide a description of the organizational structure and key personnel for the Charleston
Boulevard Alternatives Analysis. The Proposer should include: a. Identification of the proposed Project Manager and
other key personnel (project staff), with resumes (limited to one page per person) describing their qualifications b.
Description of the role and responsibilities each of the key personnel will play in the project c. Description of the
project team’s experience working together on similar projects d. Identification of strategies or commitment to have key
personnel available in Southern Nevada to implement the Scope of Work e. Team organizational chart/structure
Section 3 - Qualification, Experience, & Past Performance

The Proposer shall provide an explanation of their qualifications and experience including the Proponent’s business
history and years in operation. In addition, the Proponent shall complete a Corporate Reference Check Form found in
the ATTACHMENTS TAB with the following information: 1. Listing of the entities for which the Proposer has provided
similar services and/or products in the last seven years. It should also include the following: a. Description of the
projects listed and, if applicable, the status of implementation b. Identification of the scope of services and/or products
provided c. Highlights of public engagement, alternative screening, ridership forecasting, land use integration, and
final recommendations d. Demonstration of meeting the schedule(s) and budget(s) for the projects listed

Section 4 - Work Plan

The Proposer shall provide an explanation of the proposed work plan documenting an ability to perform the Scope of
Work and a detailed understanding of the Charleston Boulevard Alternatives Analysis. In addition to addressing the
Scope of Work and its Tasks, the Proposer is encouraged to highlight their approach and process to address the
following Scope of Work components: a. Approach to data collection, ridership and transit market studies and analysis
utilizing modeling software b. Conducting robust public and stakeholder engagement within a diverse corridor,
especially in high-need equity areas c. Convening stakeholders and businesses in the corridor and soliciting
information and participation from them d. Developing and building public and stakeholder consensus with respect to
vision, goals, and conceptual designs and implementation plans for the corridor e. Developing the evaluation criteria
and framework, and process to accomplish the alternatives analysis f. Incorporating equity and sustainability into the
evaluation process and project deliverables g. Incorporating multimodal transportation options and safety
considerations into the corridor analysis h. Integration of land use and transportation recommendations, including
opportunities to encourage compact, mixed-use development around proposed transit station areas i. Process for
developing a Locally Preferred Alternative and reaching agreement on commitments for next steps and
implementation j. Coordination with FTA and alignment with their requirements to advance the Locally Preferred
Alternative k. Developing project deliverables that are creative, visually dynamic, and facilitate implementation l.
Developing conceptual designs and implementation plans m. Accomplishing the Scope of Work in a timely manner and
within the project budget
Section 5 - Local Knowledge & Experience

The Proposer shall describe their knowledge of transportation and land use planning in Southern Nevada generally,
and specifically in-and-around the Charleston Boulevard corridor. Present an understanding of the projects, plans,
and studies at both the regional and local level that are associated with implementing the Scope of Work.
