Video Storage & Management Platform




Introduction/Overview

The Board of Regents of the Nevada System of Higher Education on behalf of University of Nevada, Reno (“UNR”) seeks an enterprise video storage & management platform. The system should meet the functional and technical requirements set out below.


Functional Requirements

The following are the functional requirements for the video storage & management platform. The video management platform must:


· Support video playback across various student devices and connectivity scenarios (i.e. phones, tablets, laptops over WiFi or cellular).


· Work on Windows, Mac, iOS, ChromeOS, and Android operating systems.


· Support multiple current and legacy video formats and resolutions for upload. Including but not limited to: MP4, MKV, MPG, WMV, AVI, MOV, and FLV.


· Provide cloud-based storage for faculty and student videos.


· Provide an interface for users to manage their video content.


· Provide an interface for centralized system and user content management.


· Integrate with the University’s Learning Management System (LMS), Canvas, providing:


o A mechanism for students to submit video content for assignments within the LMS system.


o Ways to embed video content within LMS content pages and other tools (e.g., Discussions, Quizzes).


o A mechanism to present videos as a “course gallery” or similar function.


· Provide viewing statistics for video content.


· Provide a mechanism for machine generated captions for content uploaded into the system.


· Integrate with third-party captioning providers (i.e., 3Play).


· Provide the ability to customize the video player and the ability to offer multiple different video player options. Player customizations should include playback speed, captions that can be toggled and personalized, and video playback quality.


Additional Preferred Functionality

· Through the LMS integration, provide the ability to create in-video quizzes.


o Quizzes can be graded and will post grade information to LMS gradebook.


· System/content administration allows for content to be identified/sorted based on the user type/role.


Technical Requirements

The following are the technical requirements for the video storage & management platform. The video management platform must:


· Integrate with the Canvas LMS via Canvas approved integration (no custom or third-party integrations); details of the LMS integration should be provided with proposal.


· Work across user devices and provide a comparable experience across said devices.


· Be FERPA compliant.


· Be accessible in compliance with WCAG 2.2 AA web accessibility standards .


· Integrate with UNR’s single-sign-on (SSO) system (i.e., Shibboleth).


Training/Support Requirements

· Detail any and all support options for faculty and students, including but not limited to documents, user guides, online support and phone support.


· Describe any documentation provided for common instructor issues.


· Submit a copy of your Service Level Agreement (SLA) detailing specific services covered, response times, and performance expectations.


· Provide a description of your support levels based on ticket severity, and the response time for each level.


· Describe the level of support students will receive from your company.


· Describe the level of support instructional technology staff will have for the administrative issues related to your system.


On-Site Demonstrations

Suppliers chosen as finalists will be invited to provide on-site product demonstrations. The finalist product demonstrations will be made for the evaluation committee and may be attended by various campus stakeholders (i.e., students, faculty, administration).


Finalists should be prepared to accommodate the following activities during their demonstrations:


· Q&A following demonstration (at least 30 min)


· User access to proposed systems (optional but desired)






Proposal Submission Requirements

Successful proposals will include the following elements:



Executive Summary



Outline the key elements of your proposal response, not to exceed five pages. This should include how your system addresses the technical and functional requirements laid out in this document. The summary should also include how your system deals with FERPA compliance and accessibility.



Minimum Qualifications for Respondents



Provide evidence that the Respondent has the following qualifications:


i. The proposed student response system should have been implemented at a minimum of three (3) higher education institutions. At least two (2) of these institutions should represent implementations completed in the last three (3) years.


ii. Evidence that the proposed implementation services have been successfully implemented and used in comparable institutions of the like mission, size, and complexity to UNR.



References


Please supply higher education clients for whom you have provided software and implementation services for your proposed solution comparable in technical environment, size and structure to UNR. Please segment these clients as follows: (1) those implemented within the last year and (2) those in production for one to five years.



Provide a description of the three (3) related customer implementations which most resemble UNR.




Accessibility Requirements



Successful Proposer(s) will be required to meet UNR’s Accessibility Requirements: UAM 7,007: Information and Communication Technology (ICT) Accessibility Policy found here: (
https://www.unr.edu/administrative-manual/7000-7999-miscellaneous/7007-information-and-communication-technology-(ict)-accessibility-policy ).


For documentation related to accessibility, provide your firm’s current version ACR/VPAT result (see https://www.itic.org/policy/accessibility/vpat ) complying with the revised Section 508 standards and WCAG 2.2, along with testing methodologies and platforms. This documentation will allow our software testers to quickly evaluate the general accessibility of the proposed software.



In addition, provide the following information:



  • A statement of ongoing commitment to collaborate with The Board of Regents of the Nevada System of Higher Education on behalf of University of Nevada, Reno (“UNR”) to resolve any accessibility barriers present for the duration of the contract with UNR.

  • A roadmap to ensure that accessibility is preserved and supported in an equally effective manner should an accessibility issue arise (contacts, business processes, or prior examples of EEAAP remediations).

  • A commitment to meet with software accessibility representatives at the first phase (acquisition) of the award to set a timeline for testing/validation, at the second phase (implementation) to perform the actual testing/validation, and at the final phase (deployment) to make sure the software has not deviated from its initial state and any remediations are sufficient to meet our accessibility standards.




Security Information

Proposals should include a recent SOC II Type II Cybersecurity report.




Pricing Information

Proposals should include 1, 3, and 5 year enterprise pricing scenarios for campus/site-licensing and service based on student FTE (2021-2022 FTE is 17,817; more information can be found on the UNR Institutional Analysis website ).






Implementation

Proposals must include a detailed implementation plan and timeline from date of award including any associated implementation and training costs.
