SCOPE: The Las Vegas-Clark County Library District is seeking the services of a Broker of Record for
Property and Casualty Insurance. The Broker of Record must possess all required licenses and
certifications as required by the State of Nevada.

SCOPE OF SERVICES
GENERAL INFORMATION
RFQ NO. 24-10
Introduction
It is the intent of the DISTRICT, as a result of this Request for Qualifications (RFQ), to select a single
experienced, qualified, certified and licensed BROKER to enter into an agreement with the DISTRICT
to provide, at a minimum, the basic services specified.
Description Of Request For Qualifications
The DISTRICT is currently accepting SUBMITTALS to provide Broker of Record services for Property
and Casualty Insurance (excluding Workers Compensation). Lines of insurance coverage include:
• Property (including Boiler & Machinery);
• General Liability (including Abuse & Molestation);
• Crime Coverage;
• Auto Liability;
• Umbrella Liability;
• Directors & Officers and Employment Practices Liability;
• Cyber/Network Liability;
• Environmental Liability;
• Kidnap & Ransom; and
• Active Shooter/Assailant(s).
The BROKER selected by the DISTRICT shall, in addition to negotiating for and obtaining policies of
insurance for the required lines of coverage, be expected to provide services including, but not limited
to, providing expert advice on the DISTRICT’S insurance program, risk management support, loss
prevention and control activities, assistance with the filing of claims, and reviewing insurance
certificates/policies of DISTRICT vendors, contractors, user groups, etc.
The BROKER selected by the DISTRICT shall begin its services by meeting and working with
DISTRICT staff to negotiate and affect the renewal policies with effective dates of July 15, 2024.
The DISTRICT is not asking for pricing, commission rates, or insurance proposals of any kind
at this time. This is strictly a request for qualifications regarding BROKER experience and
capabilities.
BROKERS are prohibited from contacting any insurer, insurance market, reinsurer, underwriter
or underwriting group or any other potential financial market regarding this RFQ until
authorized to do so by the DISTRICT.

Basic Services Required
Administrative:
The successful BROKER shall (at a minimum) as part of the commission/fee it receives:
o Analyze and continuously monitor the DISTRICT’S operations and loss exposures.
o Coordinate and/or perform all on-site inspections necessary to identify exposures.
o Recommend coverages consistent with the exposures to provide the highest level of
coverage at the least possible cost to the DISTRICT.
o Annually market the insurance needs of the DISTRICT, prepare underwriting specifications
and bid packages for insurance placements, including renewals.
o Annually negotiate with underwriters on terms and conditions to obtain the most beneficial
and cost-effective coverages available to the DISTRICT, and inform the DISTRICT
REPRESENTATIVE of negotiation progress.
o Provide as requested from time to time by the DISTRICT, insurance quotations for additional
insurance coverages.
o Meet with the DISTRICT REPRESENTATIVE periodically to discuss insurance questions,
concerns and/or trends that may affect the DISTRICT.
o Identify problem areas such as claims handling, safety hazards, uninsured risks, etc.
o Make recommendations for improved program design.
o Inform DISTRICT REPRESENTATIVE immediately of any proposed changes to the
BROKER’S individual assigned to manage the DISTRICT account and the qualifications of
the prospective replacement individual. Such changes shall be made subject to agreement
by DISTRICT.
o Be knowledgeable to the needs of the DISTRICT and be adept in identifying and measuring
risks of a public library system.
o Maintain accurate claims data on an incident date basis and provide the DISTRICT with a
quarterly status report.
o Service insurance requests (i.e. issuing or reviewing certificates of insurance, endorsements,
etc.) including the review of agreement terms and conditions to determine if the DISTRICT
coverage applies or needs to be supplemented, as needed.
o Keep current and provide to the DISTRICT a complete listing of all insurance policies and all
details pertinent to the policies in the form of a “policy digest”.
o Oversee and coordinate all services provided by underwriters and insurance companies on
behalf of the DISTRICT.
o Assure that all coverages are placed with financially responsible insurers authorized to
