RELEASE DATE: February 27, 2024
Carson City invites qualified firms to submit Statements of Qualifications (SOQ) for developing a
Water Resource Recovery Facility Master Plan Update. Proposals shall be submitted in
accordance with the Documents and Requirements as set forth in the formal "Request for
Qualifications."
RFQ DOCUMENTS may be obtained through the Carson City website http://carson.org/Bids
ADDENDA: All addenda are posted through the link on the City’s website. It is each firm’s
responsibility to ensure that they have received all addenda prior to submission of their
proposal.
SOQ must be submitted electronically through the NGEM online portal by no later than 2:00
p.m. on March 26, 2024.
RECOMMENDATION FOR AWARD will be made by the Public Works Department, based on
the evaluation results of the City Review and Selection Committee. Once the committee has
made a recommendation, the results will be posted on the City’s website www.carson.org/bids.
FINAL SELECTION will be made by the Carson City Board of Supervisors and is anticipated to
be considered at their May 16, 2024 meeting. Should it become necessary to reschedule the
date set for award, notice will be provided to those finalists selected. In all instances, a decision
rendered by Carson City shall be deemed final.

INTRODUCTION (GENERAL INFORMATION):
1.1 Carson City invites qualified firms to submit SOQ for the Water Resource and
Recovery Facility Master Plan Update. Proposals shall be submitted in
accordance with the Documents and Requirements as set forth in the formal
"Request for Qualifications." The Contract that will result from this “Request for
Qualifications” will include what is indicated in Section 4 of this RFQ.
1.2 A City Review and Selection Committee will evaluate the SOQs submitted.
1.3 During evaluation, the City Review and Selection Committee reserve the right,
where it may serve the City's best interest, to request additional information or
clarification from the Consulting Firm, or to allow corrections of errors or
omissions. Oral interviews may be conducted by the City Review and Selection
Committee for the Consultants who submit a Proposal and were short listed.

1.4 Submission of a proposal indicates acceptance by the Consulting Firm of the
conditions contained in this Request for Qualifications, unless clearly and
specifically noted in the proposal submitted and confirmed in the resultant
contract between Carson City and the Firm selected.
1.5 The use of the term "firm" refers to Consultant Firms with certified personnel,
doing business in the United States and duly registered in the State of Nevada
with business license paid to the City and County of Carson City after selection of
the firm. With this type of project, the City may accept one or more firms teaming
up for joint venture with a Nevada-based firm to prepare the required services,
but the City will recognize such a consortium as a single entity only with one
juridical personality.
1.6 There is no expressed or implied intent or obligation for Carson City to reimburse
responding firms for any expenses incurred in preparing proposals, as well as
travel expenses during interviews in response to this Request for Qualifications.

BACKGROUND INFORMATION:
3.1 The City of Carson City (“City”) owns, operates, and maintains the Carson City
Water Resource Recovery Facility (“WRRF”) and associated collection and reuse
systems. The City’s WRRF has been modified numerous times since it was first
constructed in 1960. During that time, the facility consisted of two lagoons (no
longer in existence). In 1968 and 1972, the City installed two high-rate trickling
filter (no longer in existence) to ensure regulatory compliance. In 1977, the City
operated a two million gallon, complete mix activated sludge basin (no longer in
existence), which used mechanical surface aerators for aeration. The facility
operated off two separate biological treatment trains: 1) two trickling filters 2)
mechanically aerated aeration basin. In 2017, two enhanced biological nutrient

removal bioreactors came online to replace the trickling filters and complete mix
activated sludge basin.
3.2 Today, the WRRF is a tertiary wastewater treatment plant that is permitted to
treat 6.9 million gallons per day (MGD). The City’s wastewater system consists of
approximately 245 miles of sewer collection pipelines, 24 miles of reclaimed
pipelines, 5 lift stations, 2 reuse pump stations, 2 offsite effluent storage ponds,
and a winter storage reservoir. The facility serves approximately 60,000 people
and is expected to grow, at build out, to approximately 80,000 people. The facility
operates under the following permits: 1) NPDES Permit NS0090008 2) NPDES
Permit NV0023591.
Wastewater System Overview
3.3 The WRRF incorporates a variety of unit processes. Preliminary treatment
consists of a Parshall flume with an ultrasonic flow meter, mechanical screen,
two manual screens, two aerated grit chambers, four grit pumps and a grit
washer. Screenings and washed grit are disposed of at the City’s landfill. After
the grit chambers, four parallel screw pumps lift the wastewater to the splitter box
for gravity flow to the primary clarifiers. An emergency storm surge pond stores
effluent from the preliminary processes if wet weather flow exceeds the
discharge capacity of the plant.
3.4 Primary treatment consists of two primary clarifiers operated in parallel, which is
then followed by an equalization basin. Solids are pumped to anaerobic digesters
for sludge stabilization.
3.5 Secondary treatment consists of two bioreactor systems that are divided into
various zones (anaerobic, anoxic, and aerobic) to accomplish removal of
biochemical oxygen demand (BOD) and nutrients biologically. The bioreactor
discharges into three secondary clarifiers. Effluent leaving the clarifiers is routed
to sand filtration and disinfection by bleach. Activated sludge solids is pumped
back to the bioreactor while some is wasted out. The waste activated sludge is
thickened by two dissolved air flotation (DAF) tanks and pumped to anaerobic
digesters.
3.6 In 1997, the City discontinued using drying beds, and installed two centrifuges for
sludge dewatering. An odor scrubber was added to the dewatering building to
reduce odors. The biosolids are currently being used as cover material at the
landfill. The biosolids meet Class B standards.
3.7 Reclaimed water is reused on several area golf courses and a prison with
agricultural fields. During non-irrigation months, the reclaimed water is pumped to
Brunswick Canyon Effluent Storage Reservoir (located in the Pine Nut
Mountains). During the irrigation season, reuse sites receive reclaimed water
from Brunswick Reservoir and/or treated effluent directly from the wastewater
treatment facility.
3.8 The Nevada Department of Environmental Protection (“NDEP”) regulates
discharges of wastewater from the City’s treatment plant. NDEP establishes the
effluent limitations, maximum discharge, and monitoring requirements for the

WRRF, for the protection of water quality and public health. Future flows more
than these values may be accommodated with expansion and modification, and
approval by NDEP.

4 SCOPE OF WORK:
4.1 The City is seeking a qualified engineering consulting firm or team, specializing in
wastewater facilities, to provide professional services for developing the Water
Resource Recovery Facility Master Plan Update, and assist the city for design
of improvements for the WRRF expansion and other related treatment
improvements to address current needs.
4.2 The overall purpose is to develop a Master Plan that will provide a road map for
the facility for future improvements to ensure current and anticipated future water
quality standards are met, and that the treatment capacity is developed in
conjunction with future population growth. This Master Plan must be developed in
a manner for it to be reliable, flexible, and adaptable to meet expected as well as
unanticipated and new challenges over the next ten years. The Master Plan is
intended to be a dynamic document that should be updated every five years. The
Master Plan is for the entire facility located at 3320 East 5th Street in Carson
City, Nevada, which includes all buildings and equipment located at this address.
4.3 The City would like the selected firm to evaluate current and recommend new
process technologies to meet a Total Nitrogen concentration of 10 milligrams per
Liter (mg/L) or less in the WRRF effluent discharge to prepare for future
regulatory permit limitations, solids removal improvements, struvite control
measures, and odor control strategies for the dewatering process, disinfection
improvements, and storage capacity for future projected growth and emergency
storage from storm events.
4.4 The final report produced by the selected firm shall incorporate a near-term
planning horizon to address the existing WRRF needs and future effluent permit
regulation considerations for the next five to ten years. Available documents will
be shared with the selected firm. The information should be packaged in a final
report and accompanied by a final presentation that summarizes the final report.
The study should be forward looking with consideration towards the growing
needs of the City.
4.5 The scope of work for the (Project) will cover the following as a minimum:

The scope of services for the Wastewater Resource Recovery Facility
Master Plan Update will be cooperatively developed by the selected
consultant and City Staff which will include the following as a minimum:
4.5.1.1 Provide day-to-day project management and coordination
necessary to complete the project. Will provide email updates and
will prepare and submit monthly status reports throughout the
project. Work shall be scheduled to be completed within a 12-
month schedule.
4.5.1.2 Kick off Meeting with City to discuss goals, constraints, visions,
schedule, and needs for the Project.
4.5.1.3 Consultant to prepare the meeting agenda and minutes for the
kick-off meeting.
4.5.1.4 Interim Staff Review Meetings, as necessary.
4.5.1.5 Draft WRRF Technical Memorandum/Report – Consultant will
meet with the City to review the Draft Report. Report submitted for
City review and presentations to Boards.
i.
A complete review and evaluation of the current
and future hydraulic loading and solids loading to
determine/recommend future capital infrastructure
projects, costs, and prioritization schedule for said
projects. The future plant loadings shall be
developed based on current zoning, approved
developments that have not been developed and
forecasting of land use of vacant properties. This
work will require close coordination. The plant
loadings distribution shall be developed for each
year. A timeline for implementation of proposed
improvements included in report.
ii.
The plant facilities/processes shall be evaluated to
determine upgrades and expansions needed to
handle these future loadings and meet water quality
standards. Recommended expansion and
upgrades to facilities shall incorporate a review of
current and possible future Water Quality
Standards and the recommended type of process
needed to meet current/future standards or that
may be easily adapted to meet future requirements.
iii.
Any new expansions shall incorporate a proposed
layout/footprint in which it can be constructed within
the existing property.
iv.
Plant equipment shall be reviewed for possible
replacement. Existing equipment shall be evaluated
for replacement based on design life and past
performance. Examples of some of the equipment
needing to be evaluated are pumps, compressors,
electrical controls and systems, electrical
transformers and other equipment needed to
