SOUTHERN NEVADA SUPPLEMENTAL AIRPORT
PART A: INVITATION TO RESPONDENTS
1. TERMS
The term "COUNTY,” as used throughout this document will mean the County of Clark, Nevada, the Clark County
Department of Aviation. The term "BCC" as used throughout this document will mean the Board of County
Commissioners which is the Governing Body of Clark County. The term "DIRECTOR" as used throughout this
document will mean the Clark County Director of Aviation or her designee responsible for the Diversity,
Procurement, and Contracts Division. The term "RESPONDENT" as used throughout this document will mean the
Respondents to this Request for Qualifications. The term “PROVIDER” as used throughout this document will mean
the Awarded RESPONDENT. The term “FAA” as used throughout this document will mean the Federal Aviation
Administration. The term “BLM” as used throughout this document will mean the Bureau of Land Management.
The term "RFQ" as used throughout this document will mean this Request for Qualifications. The term “JLA” means
Joint Lead Agencies of both the FAA and the BLM for this effort. The term “NGEM” as used throughout this
document will mean the Nevada Gov eMarketplace. NGEM is an electronic bidding system that is used by the
COUNTY for the submission of electronic responses. There is no cost for any RESPONDENT to use NGEM,
however, all RESPONDENTS that choose to submit an electronic response must register in NGEM prior to gaining
access to see the details of any solicitation or to submit a response online. Responses may not be submitted
manually.
2. OVERVIEW
This RFQ seeks solicitations from qualified firms or teams to assist the Federal Aviation Administration (FAA) and
the Bureau of Land Management (BLM) (collectively, the Joint Lead Agencies (JLA)) in preparing an environmental
impact statement (EIS) for the proposed Southern Nevada Supplemental Airport (SNSA), consistent with the
Ivanpah Valley Airport Public Lands Transfer Act of 2000 (Pub. L. 106-362), Title V of the Clark County Conservation
of Public Land and Natural Resources Act of 2002 (Pub. L. 107-282) and Section 3092(i) of the National Defense
Authorization Act for Fiscal Year 2015 (Pub. L. 113-291).
The JLA are preparing the EIS in accordance with the requirements of the Ivanpah Valley Airport Public Lands
Transfer Act, the National Environmental Policy Act (42 U.S.C. 4321 et. seq., (NEPA)), the Council on
Environmental Quality (CEQ) regulations (40 C.F.R. Parts 1500-1508), and appropriate U.S. Department of
Transportation and Department of Interior environmental orders. The JLA, and Clark County, Nevada, as the
sponsor (COUNTY), are working in conjunction to consider when to resume preparation of an environmental review
pursuant to NEPA for the proposed project..
The COUNTY is issuing this RFQ, but the JLA will manage the selection process. The COUNTY will engage and
retain a contracted firm (PROVIDER) that will be selected by and will work directly with the JLA. The COUNTY will
conduct the contract administration and payment for consultant services. The purpose of this Request for
Qualifications is to select a Consultant to assist the JLA in preparing an EIS to assess and disclose the potential
environmental impacts of the construction of the proposed airport and related infrastructure and any reasonable
alternatives in a manner that complies with all applicable federal, state and local environmental laws and
regulations. It is the intent of the JLA to select a technically proficient Consultant who will be able to assist the JLA
in the environmental review process, and to assist with required agency consultations, in an efficient and cost-
effective manner, while maintaining a high degree of credibility and validity in the study products. The FAA is the
administrative lead for the JLA.

The COUNTY has proposed the construction of a supplemental commercial service airport in the Ivanpah Valley,
approximately 30 miles south of Harry Reid International Airport (LAS), along the east side of Interstate 15 (I-15),
north of the Nevada-California border.
The proposed Southern Nevada Supplemental Airport (SNSA) is intended to provide supplemental airport capacity
to accommodate the anticipated passenger and itinerant general aviation business jet growth in the Las Vegas and
southern Nevada market, which LAS is not projected to be able to accommodate because of runway capacity
limitations and development constraints. To date, LAS has been the primary gateway to the Las Vegas metropolitan
region, accommodating almost 50 percent of the annual visitors to the area, and is the only airport in the region that
can accommodate current air carrier demand. Demand for airline service to the Las Vegas area, both domestic
and international, is expected to continue to increase at a relatively rapid rate. The capability of the COUNTY to
expand the airfield capacity at LAS is extremely limited, and, given projected future demand, is expected to exceed
its practical operational capacity in the near future. The purpose of the SNSA Project is to construct a supplemental
airport that will effectively accommodate this increased aviation demand and provide continued air service access
to the Las Vegas metropolitan region. Accordingly, air carrier aircraft operations at the proposed SNSA could
include domestic, international, and charter flights similar to those at LAS, with the expectation that existing airlines
at LAS may opt to remain at LAS. SNSA would also include cargo and general aviation operations. To accommodate
the growing air traffic needs successfully, and to satisfy the requirements of Congress described in the Ivanpah
Valley Airport Public Lands Transfer Act, the SNSA Project, as proposed, would include the following components:

• Two parallel air carrier runways (Airplane Design Group V) and associated parallel taxiways
• Terminal apron with Remain Overnight (RON) parking positions
• General Aviation (GA) apron
• Cargo apron
• Communication, Navigation, Surveillance, and Weather Infrastructure and associated published flight
procedures
• Perimeter fencing and associated security measures
• Airport Traffic Control Tower (ATCT) and base building
Surface Transportation Facilities and Ground Access
• Necessary and appropriate improvements to Interstate 15 south of Las Vegas
• Necessary and appropriate improvements to Las Vegas Blvd. north of the site
• Terminal drives, internal circulation roadways and surface parking
• Ability to connect to adjacent rail lines
• Surface access roads and controlled access gates
• Perimeter Roadway
Terminal and Related Facilities
• Passenger terminal complex
• Parking and vehicle holding facilities
• Central power plant and other terminal support facilities
Airport Support Facilities
• Airport Rescue and Firefighting (ARFF) facility

4. MANAGEMENT STRUCTURE
The COUNTY is the project sponsor for the SNSA Project. Pursuant to Section 6 of Public Law 106-352 (the Ivanpah
Valley Airport Public Lands Transfer Act of 2000), all actions required under the NEPA with respect to initial planning
and construction of a new airport must be completed by the Secretary of Transportation and the Secretary of the
Interior as joint lead agencies. Those Secretaries have designated the FAA and BLM, respectively, as their
respective agencies in the NEPA process for the SNSA Project The JLA will select, and the COUNTY will engage
and retain a contracted firm or firms (PROVIDER) that will work directly for the JLA to prepare the EIS.
The role of the COUNTY will be to conduct the contract administration and payment for PROVIDER services. In
this role, the COUNTY’s Representative will report to the Clark County Department of Aviation and will coordinate
the work of the SNSA EIS with the JLA as required. The COUNTY’s Representative will monitor the progress, and
cost of the work and the progress toward the COUNTY’s objectives on a continuous basis and make periodic reports
to the Department of Aviation and the JLA.
The PROVIDER, however, shall be responsible for coordinating its work with the JLA.
5. TERM
The term of the Contract for the PROVIDER would be for three years from date of execution with the option to
extend for two (2) one-year periods.
