As part of the USDOT FY 22 SMART Grant: Safer, Smarter, Faster, Stage 1 Proof-of-Concept demonstration project, RTC will deploy and evaluate an Intersection Advanced Analytics System using artificial intelligence (AI) to collect traffic data and provide insight into intersection operations and safety, and cloud-based technology implementing Emergency Vehicle Preemption (EVP) and Transit Signal Priority (TSP) within and around the Las Vegas Medical District utilizing computer aided dispatch/automatic vehicle locator (CAD/AVL) from project partners. RTC seeks engineering support for performance metric data analytics, development of EVP/TSP business rules, project management, stakeholder engagement, and project reporting.

A letter of transmittal signed by an authorized representative of the Consultant and addressed to the designated RTC
Purchasing Representative, Regional Transportation Commission of Southern Nevada, 600 S. Grand Central
Parkway, Las Vegas, Nevada 89106, and at a minimum must contain the following: a. Identification of the offering
Consultant, including name, address, Tax ID number, telephone and fax number of each Consultant; b. Proposed
working relationship among offering Consultants (e.g., prime-subcontractor), if applicable; c. Acknowledgment of
receipt of RFP addenda, if any; d. Name, title, address, telephone and fax number and e-mail address of contact
person during period of proposal evaluation; e. A statement to the effect that the proposal shall remain valid for a
period of not less than 180 calendar days from the date of submittal; f. Copy of current business license; g. Signature
of a person authorized to bind the offering Consultant to the terms of the proposal; and h. Information must be
included in the order requested as indicated in the following sections.
Section 2 - Staffing Plan/Team Organizational Structure
(Attachment required)
The Proposer shall provide a description of the organizational structure and key personnel for the SMART Grant Staff
Augmentation project. It should include the following: 1. Identification of the proposed Project Manager and other key
personnel (project staff) who will be responsible, with resumes (limited to one page per person), describing their
qualifications for each position and references; 2. Description of the role and responsibilities of each of the key
personnel; 3. Description of the project team’s experience in working together on similar work; 4. Team organizational
chart/structure.
Section 3 - Qualifications, Experience and Past Performance

The Proposer shall provide an explanation of their qualifications and experience including the Proponent’s business
history and years in operation. In addition, the Proponent shall complete a Corporate Reference Check Form found in
the ATTACHMENTS TAB with the following information: 1. Listing of the entities, public and/or private, for which the
Proposer has provided similar services and/or products in the last five years. It should also include the following: a.
Description of the projects listed and if applicable, the status of plan implementation with contact information; b.
Identification of the scope of services and a statement as to whether the Proponent was the lead firm on a project; c.
Experience of meeting the schedule(s) and budget(s) for the projects listed; d. Highlights of successful
metrics/findings and lessons learned; e. Identification of any termination action taken by an owner.
Section 4 - Work Plan
(Attachment required)
The Proposer shall provide an explanation of the proposed work plan documenting an ability to perform the Scope of
Work. The Proposer should include the following: a. Project Management Plan; b. Project Schedule; c. Approach to
develop transit signal priority (TSP) and emergency vehicle preemption (EVP) business rules; d. Approach to data
collection from multiple sources, analysis, recommendations and reporting to aid in proof-of-concept measures of
effectiveness.
Section 5 - Local Knowledge and Experience

The Proposer shall provide a description of their knowledge of key stakeholders in Clark County, Nevada, an
understanding of the TSP/EVP strategies, and an understanding federal reporting requirements that are associated
with implementing the Scope of Work included in this RFP.

Each Proponent must submit the Federal Conditions forms (NGEM Attachments Tab) as part of the response and
document submission. The expectation is for the following forms to be submitted signed/acknowledged: •Federal
Conditions Certification and Restrictions on Lobbying – Certification found under NGEM Attachments Tab Must be
completed and signed to be considered a responsive proposal. •Federal Conditions Certification on Government-
Wide Debarment and Suspension – Certification found under NGEM Attachments Tab Must be completed and signed
to be considered a responsive proposal.

Bid Attributes
1 Certificate of Insurance Acknowledgement
The Proponent hereby represents to the RTC and agrees to the following:
a) The Proponent will obtain a letter or memorandum from their insurance broker certifying that upon award of the contract, the
appropriate insurance will be obtained.
b) The Proponent will obtain a letter or memorandum from their insurance broker certifying that the appropriate coverage can be
obtained.
c) The firm will obtain the appropriate insurance and maintain it for the duration set forth in the contract.
d) The selected firm will provide the Certificate of Insurance within 10 days of being notified of selection to the RTC Purchasing
Representative.

2 Solicitation Proposal Acknowledgement
The Proponent hereby proposes and agrees to the following:
a) To be bound by all the terms, conditions and rules of procedure set forth in the Instructions to Proponents.
b) To commence the Work within the time set forth in the Notice to Proceed and to complete the same by the
deadline set forth in the Contract unless extensions thereto have been granted by the RTC.
d) To provide the required bonds and insurance, as applicable, and to execute and return the required
Contract/Agreement and all required attachments, to the RTC within the time set forth in NGEM.

3 Proponent Representation Acknowledgement
The Proponent hereby represents to the RTC the following:
a) That the Proponent has examined the Statement of Qualification Documents and is familiar with all of the
requirements set forth therein including, without limitation, the character and quality of the Work required to
be performed, and the materials to be furnished in order to complete the Work.
b) That the Proponent has inspected the Project site and is satisfied as to the condition thereof in order to
complete the Work (if applicable).
c) That the Statement of Qualification is genuine and not a sham, collusive or made in the interest of, or on
behalf of, any person not named herein.
