Place of Performance:
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) personnel are developing and testing a web-based application for assessing vulnerability of threatened/endangered species to climate change. Services are required of a company with expertise in endangered species management and species vulnerability assessments, to review and analyze the outputs of the government’s beta version of the application and provide evaluations on the robustness and accuracy of the data as well as recommendations for maximum system efficiencies.
NatureServe is uniquely positioned to perform the required research and development services in support of the government’s program objective. The NatureServe Climate Change Vulnerability Index (CCVI) is currently the only web-based tool available that allows a user to input data for focal species/regions and produce climate change vulnerability indices. CCVI is currently in use across military, federal and state governments and non-governmental organizations. The work NatureServe does to maintain their CCVI site makes them the only entity that has experience and familiarity with the underlying data and analyses that are necessary for the new application development being performed by the Government. ERDC-CERL intends to award a purchase order on a sole source basis to NatureServe in accordance with FAR 13.106-1(b)(1).
This is not a request for proposal and in no way obligates the Government to award any contract.
This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.

A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
