This Notice of Proposed Contract Action is issued solely for informational purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This Notice of Proposed Contract Action does not commit the Government to contract for any supply or service whatsoever. The National Park Service is not at this time seeking proposals and will not accept unsolicited proposals. It is the responsibility of the interested parties to monitor the Governmentwide Point of Entry identified in this notice for additional information pertaining to this Notice of Proposed Contract Action. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below.
REQUIREMENT DESCRIPTION/INFORMATION
1. WORK DESCRIPTION: This Notice of Proposed Contract Action seeks to inform interested parties, including the vendor community, of a government requirement to construct a new visitor contact station at Round Spring Campground in Ozark National Scenic Riverways in Eminence, MO. The new building will be a D log profiled timber structure built atop the existing structural slab on grade with standing seam metal roofing. Some selective demolition will replace damaged thru-slab water, electricity, and sewer utilities. The building will have a front porch at the entrance, a visitor contact front room, employee offices, restroom, and kitchenette. It will also have a fiberglass entry door and windows, interior wood doors, gypsum board ceiling, and laminate wood flooring throughout.
The U.S. Department of the Interior, National Park Service, Missouri Major Acquisition Buying Office (MABO) intends to solicit proposals from qualified Small Business firms for a firm-fixed price contract to furnish all labor, materials, equipment, shipping and expertise necessary for the successful completion of the project. In accordance with FAR Subpart 36.204, the project magnitude for this requirement is between $250,000 and $500,000.

3. ADDITIONAL INFORMATION:
- The North American Industry Classification System (NAICS) Code for this project is 236220, and the small business size standard is $45.0 million.
- Award will be made in accordance with FAR Part 15 best value tradeoff source selection process to a responsible small business as defined in FAR Subpart 9.1.
- Offerors are required to have a Unique Entity Identifier (UEI) and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government.
4. TENTATIVE REQUIREMENT DATES:
Solicitation Issue Date: On or about February 7, 2023
Contract Award Date: April 2023
Contract Completion Date: The project is expected to be completed not later than 220 days from the Notice to Proceed (NTP) is issued.
5. PUBLICIZING AND THE GOVERNMENT WIDE POINT OF ENTRY (GPE):
- The solicitation and attachments will be posted electronically in early February 2023 on the Governmentwide Point of Entry at the System for Award Management (www.sam.gov).
- Any amendments to the solicitation will also be posted to this website.
- Responses will be due approximately 30 days after the date of the solicitation is posted.
- The entire solicitation package with all attached documents will be available in Microsoft Word, HTML, and/or Adobe PDF.
- Paper copies of this solicitation will not be made available.
- This Notice of Proposed Contract Action is not a solicitation
6. SMALL BUSINESS RESTRICTIONS: This requirement will be a total set aside for Small Business. Only solicitation responses submitted by Small Businesses will be accepted by the Government. Any response that is submitted by a contractor that is not Small Business will not be considered for award.
7. SPECIAL REQUIREMENTS: The Contractor shall possess all permits, licenses, and any other appointments required for the prosecution of work under this contract.
