Description

NASA Information Technology Procurement Office (ITPO) plans to issue a Request for Proposal (RFP) for consolidating the scope of NASA's Office of the Chief Information Officer (OCIO) application and platform services at NASA Centers, IT Programs, and the NASA Shared Services Center (NSSC). Refer to FAR 5.207(c)). The proposed NASA Consolidated Applications and Platform Services (NCAPS) contract vehicle will be a comprehensive enterprise solution to standardize and centralize NASA’s IT support. This includes the maintenance of IT systems, development of new applications as needed for NASA, a rationalization of duplicative efforts to create efficiencies across NASA Centers, and other functions. The NCAPS contract will be critical in consolidating the scope of NASA's Office of the Chief Information Officer (OCIO) application and platform services at NASA Centers, IT Programs, and the NASA Shared Services Center (NSSC). This acquisition will support application and platform requirements in the following scope of work areas:




  • Operations, maintenance, enhancement, and end-user support for Center and Agency applications, mobile apps, websites, and information systems including:



Requirement development and management



Design, configuration, and development



Integration



Functional testing



Change management




  • Platform applications support services (currently includes, for example: systems, applications, and products (SAP), Salesforce, ServiceNow, SharePoint, DevSecOps)

  • Application and platform compliance with Government information security management policies and procedures including, for example, Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and NASA-specific policies

  • IT systems engineering, modernization, management, and operations support services

  • Information and data analytics services, including data science, big data and advanced analytics, artificial intelligence, machine learning methods and practices

  • Digital Transformation automation support services (Artificial Intelligence/ Machine Learning/Robotic Process Automation/Chat Bots) and emerging technologies

  • Expertise in Agile and scaling agile frameworks (i.e., ScaledAgile 2 Framework (SAFe) for Lean Enterprises)

  • Full-system life cycle and process execution support for new and existing application capabilities

  • Continuing review of NASA's legacy applications, for recommendation to deprecate, upgrade, replace, or rationalization and consolidation for efficiency, cost, and modernization

  • Facilitation of service integration among existing local and Agency contracts

  • Relationship management among the NCAPS contractor, OCIO service lines, customers, and other stakeholders

  • Support, develop and maintain enterprise IT governance, policies, and processes

  • Purchasing, renewal and tracking software licensing and maintenance

  • Integration services, including integration architecture, service-oriented architecture, web services, and technical integration support

  • Quality management, including plan quality, quality assurance, and quality control



The anticipated contract will support all NASA Centers and Facilities.



The Government does not intend to acquire a commercial item using FAR Part 12.



The NAICS Code and Size Standard are 541512 - Computer Systems Design Services with a size standard of $30 million, respectively.



The anticipated release date of the RFP is on or about February 28, 2023, with an anticipated offer due date of on or about March 31, 2023.



All responsible sources may submit an offer which shall be considered by the agency.



It is also anticipated that the subject RFP will result in a performance-based, hybrid contract that includes Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Core elements and Indefinite Delivery/Indefinite Quantity (IDIQ) task orders. Phase-in is FFP. The total potential period of performance of this contract is 8 years, including a 90-day Phase in (90-day Phase-in, 9 Month Base Period, 7 one-year Option Periods).



The anticipated release date of a Draft Request For Proposal (DRFP) is on or around January 13, 2023. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the Performance Work Statement (PWS). No offer is to be submitted in response to this DRFP. NASA also anticipates holding a virtual industry day event on or around January 24, 2023. Details regarding this event will be shared on sam.gov.
